Producing, teaching and generalizing knowledge is the primary functions of the University. These functions are not being properly fulfilled by the Universities in Turkey. Indeed, only two or three Turkish Universities are ranked among the World University Ranking Classification System. On the other hand, in terms of the reduction of regional development differences (within the country), urbanization and expanding the culture of democracy which are the secondary functions of the University, newly founded universities are much more efficient and effective than the old ones. In this context, establishing a new university in the provinces is a good decision in order to increase efficiency and effectiveness. In this study, this hypothesis has been re-analyzed using analytical method in the context of the reshaping Turkish higher education system.
