Tourist Guides’ Views on Legal Regulations and Certification: The Case of Kyrgyzstan

Abstract

This study aims to evaluate the current status of the tour guiding profession in Kyrgyzstan and to reveal tourist guides' views on the need for certification and legal regulation. In this context, a qualitative research design was adopted, and data were collected from 15 participants selected through purposive sampling via online forms. The data were analyzed using content analysis with the support of NVivo 12 software, and sub-themes and main themes were generated. The findings were grouped under four main themes: problems of standards and professional recognition, expectations regarding legal regulation, perceptions of certification systems, and social and security concerns. Participants emphasized that a certification and legal regulation system would enhance the prestige of the profession, improve the qualifications of tourist guides, ensure standardization through training, strengthen national belonging, and enhance security in tourism. However, concerns were also raised about the potential bureaucratic burden of certification and the lack of trust in the objectivity of relevant institutions. Based on the findings, several recommendations are presented for regulating the guiding profession in Kyrgyzstan.

Turist Rehberlerinin Yasal Düzenlemelere ve Belgelendirmeye Yönelik Görüşleri: Kırgızistan Örneği

Abstract

Bu araştırmada, Kırgızistan’da turist rehberliği mesleğinin mevcut durumunu değerlendirmek ve yasal düzenleme ile belgelendirme ihtiyacına ilişkin rehberlerin görüşlerini ortaya koymak amaçlanmıştır. Bu doğrultuda araştırma nitel araştırma yaklaşımı ile gerçekleştirilmiş ve amaçlı örnekleme tekniği ile seçilen 15 aktif turist rehberinden çevrimiçi formlar aracılığıyla veri toplanmıştır. Veriler NVivo 12 yazılımının desteğiyle içerik analizi tekniği kullanılarak analiz edilmiş, alt temalar ve ana temalar oluşturulmuştur. Bulgular, yapısal sorunlar, yasal düzenleme beklentileri, belgelendirme sistemine dair algılar, toplumsal ve güvenlik kaygıları olmak üzere dört ana tema altında toplanmıştır. Katılımcılar, belgelendirme ve yasal düzenleme sisteminin mesleğe saygınlık kazandıracağını, rehberlerin niteliğini artıracağını, eğitim yoluyla standartlaşmanın sağlanacağını, ulusal aidiyet ve güvenliği güçlendireceğini ifade etmiştir. Bunların yanı sıra belgelendirmenin aşırı bürokratik yük yaratabileceğine ve kurumların objektifliğine yönelik güven duyulmadığına dair kaygılar da dile getirilmiştir. Sonuç olarak, Kırgızistan’da rehberlik mesleği için esnek, uygulanabilir ve yerel koşullara duyarlı bir düzenleme sistemine ihtiyaç olduğu ortaya konulmuştur. Araştırma bulgularından hareketle Kırgızistan özelinde rehberlik mesleğinin düzenlenmesi için birtakım öneriler sunulmuştur.
