Açık ve uzaktan öğrenmede dijital bölünme

Abstract

Teknolojik gelişmelerin önemli toplumsal sonuçlarından biri olan dijital bölünme genel olarak enformasyon ve iletişim teknolojilerine erişmede, onları kullanabilmede ve etkisini hissedebilmede meydana gelen ekonomik ve sosyal eşitsizlik olarak tanımlanmaktadır. Bu tanım zaman içinde değişime uğramış ve farklı bağlamlarda evrilmiştir. Dijital uçurum ya da dijital yoksulluk olarak da bilinen dijital bölünme kimin, hangi özelliklerle, nasıl ve neye bağlandığına odaklanır. Dijital bölünme küresel, sosyal ve demokratik bölünme olarak temelde üç boyutta incelenebilir. Eğitimde fırsat eşitliği, yaşam boyu öğrenme ve profesyonel gelişime destek olmayı hedefleyen açık ve uzaktan öğrenme bağlamında incelenmesi gereken önemli bir sorun olarak göze çarpmaktadır. Farklı coğrafyalarda, çeşitli imkan ve imkansızlıklara sahip bireylere eğitimde fırsat eşitliği sağlama gayesiyle sürdürülen açık uzaktan öğrenmenin dijital bölünmeden nasıl etkilendiği ve alan yazında bu konuya yönelik ne gibi önerilerde bulunulduğu önemle üzerinde durulması gereken sorular arasındadır.
