İsveç, eski ve yeni kamu diplomasisi yöntemlerini uluslararası ilişkilerinde etkin bir şekilde kullanan ülkeler arasındadır. Dünyada tanınırlık, ülke imajı, markası ve prestiji açısından İsveç’in farklı bir konumda olduğu görülmektedir. İsveç’in kamu diplomasisi alanında yarattığı fark, hem kamu diplomasisi uygulamalarındaki çok yönlü araç/yöntem kullanımı hem de İsveç kamu sektöründe kamu diplomasisi ile ilgili kurumsal yapının sağlamlığından kaynaklanmaktadır. Bu makale, yukarıda bahsedilen bu iki özelliği öne çıkarılacak şekilde İsveç kamu diplomasisinin yeni dönem stratejisine odaklanmaktadır. Makale İsveç’in kamu diplomasisi politikalarını anlatmayı değil, 2.0 stratejinin nasıl uygulandığını göstermeye yoğunlaşmıştır. Bu kapsamda İsveç’in son dönem kamu diplomasisi stratejisi olarak ilan ettiği “Strateji 2.0” dönemi uygulamalarına değerlendirilecektir.
Sweden is among the countries that use old and new methods of public diplomacy effectively in its international relations. It is in a different position in terms of global recognition, country image, country brand and prestige. The difference created by Sweden in the field of public diplomacy stems from both the use of versatile tools/methods in public diplomacy practices and the robustness of the institutional structure related to public diplomacy in the Swedish public sector. This article focuses on the new strategy of Swedish public diplomacy in a way to emphasize these two features mentioned above. Rather than explaining Sweden’s public diplomacy policies, this study seeks to demonstrate how the Strategy 2.0 is being applied. In this context, the practices of the Strategy 2.0, which Sweden has declared as its latest public strategy, will be evaluated.
