Dönüşümsel Toplumsal Etkinlik Yaklaşımıyla Devlet Aklı Siyaseti Analizi

Abstract

Bu çalışma, devlet aklı siyasetini Roy Bhaskar’ın geliştirdiği dönüşümsel toplumsal etkinlik yaklaşımı çerçevesinde incelemektedir. Devlet aklı siyaseti, devlet yönetiminde akılcı ve planlı bir idare anlayışını yansıtmaktadır. Devletin ve toplumun karşı karşıya kalabileceği siyasal sorunların, akılcı ve planlı kamu politikalarıyla yönetilmesi gerektiği, aksi takdirde yönetim kapasitesinde zayıflama, toplumsal istikrarda bozulma ve güvenlik alanında kırılganlık gibi olumsuz sonuçların ortaya çıkabileceği öne sürülebilir. Bu bağlamda devletin kurumsal gücünü sürdürebilmesi ve toplumsal düzenin istikrar içinde devam edebilmesi, rasyonel ve öngörülü bir yönetimselliği zorunlu kılmaktadır. Söz konusu yönetimselliğin işlerlik kazanabilmesi ise devlet aklı siyasetinin etkin bir biçimde işletilmesine bağlıdır. Çalışmada bu siyasal aklın sosyo-politik alanda işlevsel hâle gelebilmesinin dönüşümsel toplumsal etkinlik yaklaşımı temelinde geliştirilen bir bakış açısıyla mümkün olabileceği savunulmaktadır. Bu bakış açısı doğrultusunda birey-toplum- devlet arasındaki ilişkisel dinamikler dikkate alınarak, devlet aklı siyasetinin nasıl inşa edilebileceği analiz edilmektedir. Temel iddia olarak, devlet aklının yalnızca merkezden dayatılan bir otorite formu değil aynı zamanda bireysel beklentilerden ve toplumsal bilinçten beslenen bir siyaset biçimi olduğu öne sürülmektedir.

Analysis of Reason of State Politics with a Transformational Social Activity Approach

Abstract

This study examines the politics of reason of state within the framework of the transformative social effectiveness approach developed by Roy Bhaskar. Reason of state politics reflects a rational and planned approach to state governance. It can be argued that political problems facing the state and society must be managed through rational and planned public policies; otherwise, negative consequences such as a weakening of administrative capacity, deterioration of social stability, and fragility in the security sphere may arise. In this context, the state's ability to maintain its institutional power and the stability of the social order necessitate a rational and foresighted governmentality. The effectiveness of this governmentality depends on the effective implementation of reason of state politics. This study emphasizes that the functionalization of this political reason in the socio-political sphere is possible through a perspective developed on the basis of the transformative social effectiveness approach. In line with this perspective, it demonstrates how reason of state politics can be constructed by considering the relational dynamics between the individual and society. The fundamental argument is that state reason is not merely a form of authority determined from above, but also a form of politics informed by individual expectations and social consciousness.
