Scope and Language
Bartın University Journal of Economics and Administrative Sciences accepts original scholarly works prepared in Turkish and English in the fields of economics, business administration, public administration, political science, international relations, public finance, and management information systems.
The journal is published electronically twice a year, in May and November. Manuscript submissions are accepted throughout the year. An extended summary is mandatory for all works.
Author Guidelines
Works submitted to the journal must be original, must not have been previously published, and must not be under consideration by another journal. All authors of the work are deemed to have approved the content of the manuscript and its submission to the journal.
Manuscript submissions are accepted throughout the year. Publication planning is carried out according to the date on which the peer-review and editorial evaluation processes are completed. More than one work in which the same author is listed as the first author may not be published in the same issue. If the same author has more than one accepted work, the order of publication is determined through editorial evaluation.
Papers presented at a scholarly meeting but not published in full text may be considered for evaluation, provided that the name, location, and date of the meeting are clearly stated.
For theoretical and applied articles submitted to the journal to be considered for evaluation, they must be prepared using the Bartın University Journal of Economics and Administrative Sciences Turkish Article Template or the Bartın University Journal of Economics and Administrative Sciences English Article Template. Works not prepared in accordance with the template will not be considered for evaluation and may be returned to the author.
Excluding the abstract, English abstract, and extended summary sections, article length is limited to a maximum of 35 pages. Works that do not comply with this limit will be returned to the author with a request for shortening.
Evaluation Process
The manuscript evaluation process takes approximately 15 weeks. The evaluation process is conducted on the basis of preliminary editorial review and double-anonymized peer review.
Works submitted to the journal are first subjected to a preliminary assessment by the editorial board in terms of aims and scope, compliance with the author guidelines, scholarly quality, ethical declarations, similarity rate, and file submission requirements. Works that pass the preliminary assessment are assigned by the section editors to at least two independent reviewers who are experts in the relevant field.
Under the double-anonymized peer-review system, the identities of the authors are not disclosed to the reviewers, and the identities of the reviewers are not disclosed to the authors. Works considered suitable for publication on the basis of reviewer reports may also be reviewed, where deemed necessary, by the language editor, the ethics and artificial intelligence use editor, and the proofreader.
The editorial board has the final authority to evaluate and decide on the publication of works considered suitable for publication on the basis of reviewer reports. Manuscripts that are not directly related to the topics envisaged within the scope of the journal or that do not comply with the content and formal requirements of a scholarly article may be rejected by the editor or the editorial board without initiating the peer-review process, or recommendations for revisions may be made. Only one work by each author is published within a calendar year.
Copyright and Licensing
For works accepted for publication, the Copyright and Publication Agreement Form must be signed by all authors and uploaded to the system in PDF format. Works for which the relevant form has not been uploaded will not be published.
Authors retain the copyright to their works published in the journal. By submitting their manuscripts to the journal, authors grant Bartın University Journal of Economics and Administrative Sciences the right of first publication and a non-exclusive right to publish, archive, index, and distribute the published version in accordance with open-access principles.
Articles published in the journal are licensed under the Creative Commons Attribution-NonCommercial 4.0 International License — CC BY-NC 4.0. This license permits the use, sharing, and adaptation of the work, provided that appropriate credit is given to the original author and the original source of publication and that the work is not used for commercial purposes.
After manuscript submission, no author may be added or removed, and the order of authors may not be changed without the written consent of all authors.
Declarations
The following declarations must be included at the end of the manuscript, before the references:
Statement of researchers’ contribution rates,
Funding and acknowledgement statement, where applicable,
Conflict of interest statement,
Statement of ethics committee approval or a statement indicating that ethics committee approval was not required,
Statement regarding the scope of use if an artificial intelligence tool has been used.
If the manuscript is derived from a master’s/doctoral thesis belonging to one of the author(s) or supervised by one of the author(s), this must be clearly stated following the abstract section in the manuscript template.
Example statement:
This article is derived from the master’s/doctoral thesis entitled ………………………………………………….. by ……… .
Fee Policy
No fees are charged to authors or their institutions for manuscripts submitted to or accepted for publication in the journal.
The journal does not charge any submission fee, editorial processing fee, peer-review fee, article processing charge/APC, page charge, colour figure charge, DOI fee, language-editing fee, publication fee, withdrawal fee, or any other fee.
Ethics Committee
For studies requiring ethics committee approval, the ethics committee approval document must be uploaded to the system together with the manuscript file. If the study does not fall within the scope of research requiring ethics committee approval, a declaration form indicating this must be signed, and the relevant statement must be clearly included in the manuscript.
Research requiring ethics committee approval includes:
Research conducted using qualitative or quantitative approaches that require data to be collected from participants through surveys, interviews, focus groups, observations, experiments, or interview techniques,
Research involving the use of humans or animals, including materials or data, for experimental or other scientific purposes,
Clinical research conducted on humans,
Research conducted on animals,
Retrospective studies conducted pursuant to the Personal Data Protection Law.
For studies requiring ethics committee approval, the name of the ethics committee, the date of the decision, and the decision number must be clearly stated in the manuscript.
Footnotes and References
All works must be prepared by reviewing the manuscript template and in accordance with the formal requirements specified in the template.
Self-citations should be avoided; only sources directly related to the theoretical framework, methodology, findings, and discussion of the study should be included. All references must be formatted in accordance with the preferred referencing style and consistently throughout the manuscript.
The journal adopts APA 7 style for citations and references. In-text citations and the reference list must be prepared in accordance with APA 7 rules. Basic information on APA 7 is available in the relevant guide:

Important Notes
Authors uploading files to the DergiPark system must upload the manuscript file containing no personal information and the contact information file separately.
Authors must also remove author information from the metadata of the files they submit (by right-clicking the file, selecting Properties, and then clicking Details) before uploading them to the system.
The plagiarism report results of authors’ manuscripts must not exceed 20%.
The similarity rate from any single source must not exceed 3%.
Works are checked using artificial intelligence detection applications.
The use of academic language is mandatory in manuscripts, and expressions of personal judgement must not be used.
When citing their own works, authors must avoid sentence structures that may reveal their identities, such as “in a study we conducted...”.
For the publication of studies based on surveys or interviews, an ethics committee approval document must, under all circumstances, be uploaded to the system. For studies that do not require ethics committee approval, a Word file containing the statement “Ethics committee approval is not required for this study.” may be uploaded.
The Copyright and Publication Agreement Form will be displayed during the file-upload steps to the journal. After downloading the document, the corresponding author must have it signed by all authors and upload it to the file submission system.
Evaluation Criteria
The original contribution of the study to the relevant scientific field, and the extent to which this contribution is expressed and justified in the study.
The presentation of the research problem and the purpose of the study, how these are justified, and whether the study constitutes a coherent whole in line with this purpose.
The extent to which the theoretical framework of the study complies with the systematic structure of scholarly research, focuses on the objectives of the study, explains the key concepts, variables, processes, and causal relationships, and supports the fundamental assumptions and, where applicable, hypotheses of the study.
How the assumptions and, where applicable, hypotheses of the study are formulated, whether they are clearly expressed, whether they are consistent with the objectives of the study, and whether they are sufficiently supported by strong arguments.
The extent to which the study makes use of the relevant literature, appropriately and effectively uses sources that may be regarded as primary sources on the subject, and adequately includes the necessary discussions.
Where research is conducted to support the fundamental assumptions/hypotheses of the study, whether this research is adequately explained and whether the methodology employed is appropriate for testing the objectives, fundamental assumptions, and, where applicable, hypotheses.
Whether the findings of the study are adequately explained, the extent to which the findings and their implications are discussed, the extent to which the principal limitations of the study are addressed, and whether scholarly/practical implications are drawn from the study.
Whether the study has been prepared in accordance with a systematic structure appropriate to scholarly research.
The adequacy of the abstract, the extent to which it includes elements such as purpose, fundamental assumptions, method, findings, and conclusions, whether it provides sufficient information about the study as a whole, and the clarity of the language used.
Compliance of the study with scholarly writing conventions.
Consistency between the title and content of the manuscript.
Clarity of the language used in the manuscript and compliance with writing conventions.
Clarity of the tables and figures used and their appropriateness in relation to the objectives of the study.
Works to be submitted to the journal must be uploaded as 2 main files together with the requested supplementary files:
The manuscript must be submitted through the DERGİPARK system with two attached files: one Word file containing the manuscript prepared in accordance with the author guidelines, and a separate Word file containing the title, name, affiliated institution (academic or private), email address, ORCID number, and footnote, if any.

2.2. Turkish and English Abstracts (100–250 words), Keywords (3–5), and JEL Classification Codes (3–5): JEL (Journal of Economic Literature) Classification Codes constitute a standard classification system developed by the American Economic Association (AEA) for categorizing scholarly works related to economics according to their subject areas. JEL codes are used to indicate the principal subject areas of articles, theses, books, book reviews, and working papers.
The abstract must be a self-contained, citation-free summary of the article and should briefly state the purpose, methodology, and main results of the research. The abstract must consist of a single paragraph composed of complete sentences. No subheadings should be used within the abstract. In addition, non-standard or uncommon abbreviations should be avoided. However, where necessary, they must be defined at their first mention in the abstract itself. Keyword1, keyword2, keyword3 (Please provide a minimum of 3 and a maximum of 5 keywords. Authors are advised to provide 3–5 keywords related to the article, separated by commas. These keywords will be used for indexing purposes. Only the first letter of the first word should be capitalized).
*The Turkish and English abstracts must be consistent with each other.
