THE IMPORTANCE OF ARTIFICIAL INTELLIGENCE IN PUBLIC ADMINISTRATION EDUCATION

Abstract

Artificial intelligence creates radical transformations in public administration education in terms of both content and methodology. The analytical capacity of artificial intelligence allows public administrators to make more effective and evidence-based decisions through applications such as big data analysis, decision support systems and forecasting. In this context, public administration education needs to be enriched not only with classical theories but also with algorithmic thinking, data literacy and ethical dimensions. Artificial intelligence also offers opportunities to personalize educational processes and increase practical competencies with digital simulations and virtual applications. Therefore, artificial intelligence is a strategic educational tool that enables both administrators and students in the field of public administration to adapt to the needs of the digital age. The aim of this study is to provide a holistic view on the integration of artificial intelligence into public administration education and to contribute both to the shaping of educational policies and the qualified training of public administrators. In line with this, within the scope of the study, topics such as the meaning of the artificial intelligence, its place in education and public administration education, and artificial intelligence-based educational tools were evaluated. The document analysis method was used in the study. In line with the findings obtained; It has been concluded that an artificial intelligence-supported public administration education would cultivate more competent, innovative and responsible public administrators.

KAMU YÖNETİMİ EĞİTİMİNDE YAPAY ZEKANIN ÖNEMİ

Abstract

Yapay zekâ, kamu yönetimi eğitiminde hem içerik hem de yöntem açısından köklü dönüşümler yaratmaktadır. Yapay zekanın analitik kapasitesi, büyük veri analizi, karar destek sistemleri ve tahminleme gibi uygulamalar aracılığıyla kamu yöneticilerinin daha etkili ve kanıta dayalı kararlar almasına olanak tanır. Bu bağlamda, kamu yönetimi eğitiminin yalnızca klasik teorilerle değil, aynı zamanda algoritmik düşünme, veri okuryazarlığı ve etik boyutlarla da zenginleştirilmesi gerekmektedir. Yapay zekâ, aynı zamanda eğitim süreçlerini kişiselleştirme, dijital simülasyonlar ve sanal uygulamalarla pratik yetkinlikleri artırma fırsatları sunar. Dolayısıyla yapay zekâ, kamu yönetimi alanında hem yöneticilerin hem de öğrencilerin dijital çağın ihtiyaçlarına uyum sağlamasını mümkün kılan stratejik bir eğitim aracıdır. Bu çalışmanın amacı, kamu yönetimi eğitiminde yapay zekâya bütüncül bir bakış sunmak hem eğitim politikalarının şekillenmesine hem de kamu yöneticilerinin nitelikli bir biçimde yetiştirilmesine katkı sağlamaktır. Bu amaç doğrultusunda çalışma kapsamında, yapay zekanın ne anlama geldiği, yapay zekanın eğitimdeki ve kamu yönetimi eğitimindeki yeri, yapay zekâ eğitim araçları gibi konular değerlendirilmiştir. Çalışmada, doküman analizi yöntemi kullanılmıştır. Elde edilen bulgular doğrultusunda; yapay zekâ destekli bir kamu yönetimi eğitiminin, daha donanımlı, yenilikçi ve sorumluluk sahibi kamu yöneticileri yetiştireceği sonucuna ulaşılmıştır.
