Managerial Parameters of Social Degradation

Abstract

The aim of the study is to analyze the interaction of social norm and value structure and administrative illegal behaviors with the social structure and on the negative effects. In the study, cases of nepotism, nepotism, bureaucratic corruption (bureaucratic corruption) were discussed in terms of their contradiction to the principles of the rational bureaucratic system, adequacy measures and compliance with the law, and the damages they caused to the society were examined. evaluated within the framework of anomie and culture approaches. In the study, besides analyzing the concepts of managerial corruption as forms of conflict of interest, the widespread impact of these phenomena on social attitudes and behaviors is emphasized. Methodologically, the connections between the above-mentioned corruption types are defined in the context of theoretical propositions. In addition to the literature review method, the Hermeneutic method has enabled the interpretation of social deterioration in the context of the characteristics of corruption. The system and the structuralist method made it possible to establish a consistent link between the conflict of interest and the facts in question. The modeling method, which is based on the association of the frequency and prevalence of illegal actions in the administrative structure with the traditional codes on which human relations are based, helped in drawing the results of the research. According to the scope of the illegal acts in question, it has been evaluated within the scope of ethics, norms, and values. The connection between the stated extralegal phenomena and the prevalence of conflicts of interest in the public service and the negative effects of society on justice, merit and compliance with the law have been examined.

Toplumsal Bozulmanın Yönetsel Parametreleri

Abstract

Çalışmanın amacı, toplumsal norm ve değer yapısı ile yönetsel açıdan yasa dışı davranışların toplumsal yapıyla olan etkileşimlerini analiz etmektir. Çalışmada, bürokratik yolsuzluk (bureaucratic corruption), yandaş kayırmacılığı (kronizm), akraba ve hemşehri kayırmacılığı (nepotizm), vakaları; rasyonel bürokratik sistem, yeterlilik ölçüleri, hukuka uygunluk ilkelerine aykırılığı bakımından ele alınmış, toplumsal yapıya verdikleri zararlar anomi ve kültür yaklaşımları çerçevesinde değerlendirilmiştir. Çalışmada çıkar çatışması biçimleri olarak yönetsel yolsuzluk kavramlarını analiz etmenin yanı sıra, bu olguların toplumsal tutum ve davranışlara olan yaygın etkisi üzerinde durulmuştur. Literatür tarama yönteminin yanı sıra Hermeneutik yöntemiyle de toplumsal bozulmayı, yolsuzlukların toplumsal yapı ve kitle psikolojisi bağlamında yorumlanması sağlanmıştır. Sistem ve yapısalcı yöntem, çıkar çatışması ile söz konusu olgular arasında tutarlı bir bağlantı kurmayı mümkün kılmıştır. Yönetsel yapı içerisindeki hukuk dışı eylemlerin sıklığı ve yaygınlığının insan ilişkilerinin dayandığı geleneksel kodlar ile ilişkilendirmesine dayalı modelleme yöntemi, araştırmanın sonuçlarının çıkarılmasında yardımcı olmuştur. Söz konusu hukuk dışı eylemlerin kapsamına göre etik, norm ve değer olguları kapsamında değerlendirilmiştir. Belirtilen hukuk dışı olgular ile kamu hizmetinde çıkar çatışmalarının yaygınlaşması arasındaki bağlantı ve toplumun adalet, liyakat ve hukuka uyma tutumları üzerindeki olumsuz etkileri incelenmiştir.
