Declaration of Publication Ethics
Diyanet İlmi Dergi has adopted the International Ethical Publishing Principles set forth by esteemed organizations such as the Committee on Publication Ethics (COPE).
1. General Acts Contrary to Scientific Research and Publication Ethics:
a) Plagiarism: Presenting partially or entirely one's own work without proper attribution to the original ideas, methods, data, or works of others in accordance with scientific standards,
b) Fabrication: Using non-existent or falsified data in scientific research,
c) Falsification: Distorting research records or obtained data, falsely representing the use of devices or materials not used in the research, distorting or shaping research results in accordance with the interests of the supporting individuals and organizations,
d) Redundant Publication: Presenting redundant publications as separate publications in academic appointments and promotions,
e) Slicing: Dividing the results of a research into inappropriate and fragmented parts in a manner that disrupts the integrity of the research, and publishing them in multiple instances, presenting these publications as separate entities for academic appointments and promotions,
f) Unfair Authorship: Including individuals who have not made an active contribution among the authors or excluding those who have, unjustifiably and inappropriately changing the order of authors, removing the names of those who have made active contributions from subsequent editions of the work, including one's name among the authors through the misuse of influence despite lack of active contribution,
2. Other types of ethical violations include:
a) Failing to acknowledge the individuals, institutions, or organisations that provided support for research conducted with such support, or failing to acknowledge their contributions in publications resulting from such research,
b) Using theses or studies that have not yet been submitted or defended and accepted as a source without the permission of the owner,
c) Sharing information contained in a work assigned for review with others prior to publication without the express permission of the author,
ç) Using resources, premises, facilities, and equipment provided or allocated for scientific research for purposes other than those intended,
d) Making unfounded, inappropriate, and deliberate allegations of ethical violations,
e) Publishing data obtained without the explicit consent of participants in surveys and attitude studies conducted as part of scientific work, or without the additional permission of the institution if the research is to be conducted at an institution,
f) Failure to comply with the obligation to inform and warn those concerned about possible harmful practices related to scientific research conducted by researchers and officials,
g) In scientific studies, failing to use data and information obtained from other persons and institutions to the extent and in the manner authorised, failing to respect the confidentiality of this information and failing to ensure its protection,
h) Making false or misleading statements regarding scientific research and publications in academic appointments and promotions,
Ethical Responsibilities of Authors
Authors must either be PhD students or hold a higher academic title. It is the author's responsibility to ensure that the submitted article makes a meaningful contribution to the academic field. Studies must be original and grounded in research. The responsibility for similarity results lies with the author. The manuscript should not be concurrently submitted to multiple journals and must not have been previously submitted to another journal.
All authors whose names are listed in the article should have contributed to the research. It is unethical in scientific practice to include individuals who have made no academic contribution as additional authors or to prioritize authors based on non-scientific criteria such as title, age, or gender, without considering their contribution order.
Authors submitting manuscripts to the journal are presumed to have thoroughly read and accepted the journal's publication and editorial guidelines. By submitting their work, authors are understood to have pledged to adhere to the expectations outlined in these guidelines.
Citations and references must be comprehensive and accurate. Authors should adhere to the Guidelines on Scientific Research and Publication Ethics, as stipulated by the Council of Higher Education.
Ethical Responsibilities of Referees
Reviewers should recognize that they play a pivotal role in determining the academic quality of the articles to be published in the journal. They should approach their evaluations with a sense of responsibility aimed at enhancing academic quality.
Reviewers should only agree to review manuscripts within their area of expertise, ensuring they can provide an appropriate assessment. They must also commit to maintaining the confidentiality of double blind reviewing and safeguarding the details of the manuscript in every respect. Following the article review process, information about the reviewed article should not be shared with others in any manner. Reviewers should solely evaluate the accuracy of the content of the articles and their adherence to academic criteria. The evaluation should not be influenced by any divergence between the opinions expressed in the article and those of the reviewer. Reviewer reports should be objective and impartial, characterized by a measured and balanced tone. Reviewers should refrain from using insulting, belittling, or accusatory language in their assessments. Reviewers should steer clear of superficial and vague statements in their evaluation reports, striving for specificity and clarity instead. In evaluations yielding unfavorable results, it is imperative to explicitly illustrate the deficiencies and shortcomings upon which the outcome is founded. Reviewers are required to evaluate the manuscripts within the designated timeframe allocated to them. If reviewers are unable to conduct the review, they should notify the journal within a reasonable timeframe.
Ethical Responsibilities of Editors
Editors should only accept manuscripts that will contribute to the specified fields relevant to the journal's policy. Editors should not possess any conflicts of interest or relationships with the authors of accepted or rejected manuscripts. Editors are responsible for maintaining mutual confidentiality by safeguarding the names of both reviewers and authors. Editors should diligently verify the plagiarism scan report of articles submitted for publication, thereby mitigating the risk of academic misconduct. It is the responsibility of the editors to ensure the timely and proper completion of the preliminary review, review, editing, and publishing processes of the articles submitted to the journal. Editors should prioritize academic considerations and criteria when accepting articles for publication in the journal.
Principles of Research Ethics
• In the stages of designing research processes, establishing the methodological framework, conducting ethical evaluations, and carrying out research activities, scientific integrity, a holistic approach, quality, and transparency must serve as the foundation. All stages of the research must be systematically documented and made available for review when necessary.
• The research team and individuals participating in the study must be informed in a clear, understandable, and comprehensive manner about the research’s purpose, scope, methodology, data collection techniques, analysis processes, and the intended uses of the findings. Participants must be clearly informed about the responsibilities, potential risks, and expected contributions associated with participating in the research.
• The confidentiality of all data obtained from participants must be protected; necessary technical and administrative measures must be taken to prevent the disclosure of identifying information. The principles of anonymity and privacy must be upheld, and data processing procedures must comply with applicable data protection legislation. The research design must be structured to safeguard individuals’ autonomy, human dignity, and fundamental rights.
• Participation in research must be entirely voluntary; participants must not be subjected to any form of pressure, coercion, or expectation of benefit. It must be clearly stated that participants have the right to withdraw from the study at any stage without facing any penalties or adverse consequences.
• All necessary measures must be taken to ensure that participants do not suffer physical, psychological, social, or economic harm during the research process. In this context, a risk assessment must be conducted in advance, and the research must be planned to minimize potential harm. In particular, when children, individuals with disabilities, or those with limited decision-making capacity are involved, consent must be obtained from legal guardians, and approval from the relevant ethics committees must be secured.
• Researchers are obligated to maintain their scientific independence. Any potential conflicts of interest that could influence the study design, data analysis, or results must be disclosed in a clear and transparent manner. Additionally, financial support, sponsorships, and institutional relationships related to the research must be clearly stated.
• If the research is conducted within a public institution, private organization, or university, the necessary official permissions must be obtained from the relevant institutions; where deemed necessary, the process must be conducted within this framework after obtaining ethics committee approval.
Relations with the Journal Owner and Publisher
The relationship between the editor and the publisher is based on the principle of editorial independence. In accordance with the formal agreement between the parties, the editor makes all decisions regarding the review and publication processes independently, without any external influence. The publisher or journal owner may not interfere with editorial decisions.
Corrections, Retractions, and Statements of Concern
Different procedures may apply depending on the nature of errors identified in published works. For minor errors that do not affect the core findings and conclusions of the research, a correction may be published. Conversely, if there are serious errors or ethical violations that undermine the scientific validity of the work, retraction of the article may be considered.
In cases that raise concerns but have not yet been confirmed, a “statement of concern” may be published.
Protection of Intellectual Property Rights
Our journal ensures the protection of intellectual property rights for all published works. In the event of potential infringement, necessary administrative and legal procedures are initiated to protect the rights of both the journal and the authors.
Protection of Personal Data
All personal data submitted to the journal is processed and protected in accordance with relevant legislation and ethical standards. Data security and confidentiality are among our top priorities.
Reports of Ethical Violations
If a situation contrary to ethical principles involving editors, reviewers, or authors is identified, or if an ethical issue arises during the review process, in the preprint stage, or regarding a published article, a report may be submitted by sending an email to ilmidergi@diyanet.gov.tr.
Author Changes
Requests for changes to the list of authors are considered only prior to the article’s acceptance. Authors must carefully determine the author list and order before submitting the article and upload the final version to the system.
Conflicts of Interest
Authors are required to disclose all potential conflicts of interest—whether institutional, financial, personal, or academic—in a clear and transparent manner at the time of manuscript submission.
If reviewers identify any situation (institutional, financial, personal, or academic) that could lead to a conflict of interest during the review process, they must notify the editor and recuse themselves from the review of the relevant article.
To prevent potential conflicts of interest, the journal ensures that reviewers and authors do not work at the same institution.
To prevent conflicts of interest in manuscripts submitted by members of the journal’s editorial board, access to and responsibilities regarding the journal’s editorial processes for such members are temporarily suspended until the review process for the relevant manuscript is completed.
Editors do not participate in editorial decision-making processes regarding works prepared by themselves or their first-degree relatives; in such cases, the review process is conducted by independent editors.
Use of Artificial Intelligence (AI)
Our journal adheres to the principles of transparency, accountability, and academic integrity regarding the use of artificial intelligence (AI) and automated content generation tools in scientific publication processes. In this context, the following rules regarding the use of artificial intelligence in submissions to the journal apply:
Artificial intelligence tools may only be used in a supportive capacity. These tools cannot be used in a manner that replaces the human researcher in the design, data generation, analysis, or interpretation of the research.
AI systems cannot be listed as authors. Authorship belongs solely to the individuals who have made an intellectual contribution to the work. Ethical, scientific, and legal responsibility for the entire content of the work rests with the authors. Necessary checks must be conducted to ensure that text generated by AI does not contain plagiarism, misinformation, or misleading content.
If authors have utilized artificial intelligence tools in their work, they are required to disclose this fact in a clear and transparent manner.
Reviewers and editors are obligated to protect the confidentiality of the works submitted to them during the evaluation process. Therefore, manuscripts under review may not be uploaded to artificial intelligence tools or shared with third-party systems.
Ethics Committee Approval
In our journal, it is mandatory that all studies requiring ethics committee approval have obtained approval from the relevant committee. Studies without ethics committee approval will not be considered for review. In this context, all qualitative and quantitative research involving data collection through methods such as surveys, interviews, focus group studies, observations, and similar approaches, as well as retrospective studies conducted under the Law on the Protection of Personal Data, are subject to ethics committee approval. The acquisition of the relevant approvals and their explicit declaration within the manuscript are fundamental conditions for acceptance into the review process.
Compliance with COPE Principles
Diyanet İlmî Dergi commits to addressing all potential ethical violations encountered during the publication process in accordance with COPE flowcharts.
In this context:
Plagiarism: If plagiarism is detected in submitted or published works, COPE’s relevant plagiarism flowcharts (1–2) will be applied.
Correction/Retraction/Concern Report: In cases of scientific errors or suspected ethical violations, correction, retraction, or concern report processes are conducted in accordance with COPE principles (1–2–3–4–5–6).
Ethical Reports: All reports of ethical violations are reviewed within the framework of COPE’s complaint and ethical review processes (1–2).
Conflicts of Interest: Potential conflicts of interest are assessed in accordance with COPE principles, with transparency as the guiding principle (1–2).
Author Changes: Changes to authorship are made only in accordance with COPE’s authorship workflow diagrams and after obtaining the necessary approvals (1-2-3-4-5).
Publication Principles
1. Diyanet İlmi Dergi is a scholarly and peer-reviewed publication under the auspices of the Presidency of Religious Affairs, encompassing research and review articles in religious and social domains. Our journal is published quarterly, with issues released in March, June, September, and December.
2. Diyanet İlmi Dergi features scholarly works aligned with the mission of the Presidency of Religious Affairs, aimed at enlightening society about religion. These contributions are original, adhere to scholarly standards, and have not been previously published elsewhere. The Editorial Board determines the publication of researches outside of these designated issues.
3. Articles submitted to Diyanet İlmi Dergi undergo preliminary review by the Editorial Board. Following the preliminary review, manuscripts deemed suitable for further consideration undergo evaluation through a double-blind peer review system.
4. Articles are reviewed by at least two referees using scientific methods. For an article to be published, it must receive a “publishable” recommendation from both referees. Articles that receive a “not publishable” recommendation from both referees will not be published. If one of the two referees issues a negative opinion, the manuscript is sent to a third referee.
5. The Review Commission verifies whether articles, whose review process has been completed, have been revised in accordance with referee correction requests, and whether they adhere to the language and publication principles of the General Directorate of Religious Publications. If the scientific review of the articles yields positive outcomes, the Editorial Board determines the publication priority and scheduling.
6. Actions contrary to scientific research and publication ethics, including plagiarism, forgery, distortion, republication, slicing, and unfair authorship, are regarded as serious violations and may constitute criminal offences. In such instances, the scientific and legal responsibility for the articles rests with the authors. Our journal does not assume any liability.
7. The publication language of the journal is Turkish, with support for Arabic and English languages. With the decision of the Editorial Board, it is possible to include studies in foreign languages in the evaluation process and to publish those that receive positive evaluations upon completion.
8. Authors submitting articles to our journal must either be PhD students or hold a higher academic title. It is imperative to ensure that all listed authors have contributed significantly to the research conducted in the article. It is unethical in scientific practice to include individuals who have made no academic contribution as additional authors or to prioritize authors based on non-scientific criteria such as title, age, or gender, without considering their contribution order.
9. Manuscripts submitted to the journal should not have been previously published in any other publication, nor should they be under consideration for publication elsewhere.
10. The similarity reports of the articles submitted for publication in our journal should be submitted to our journal via the DergiPark system in PDF format. During similarity scans conducted with iThenticate and Turnitin, the "Exclude Small Sources (optional)/Word count" preference should be set to "9 words" and "exclude citations and references." The acceptable similarity rate in plagiarism reports is set at 15%.
11. If the articles are derived from unpublished proceedings, master's, or doctoral theses, this should be indicated on the first page of the study.
12. In the articles to be submitted, the type of article (review, research, commentary, etc.) should be included on the first page.
13 Articles are submitted through the DergiPark article tracking system at https://dergipark.org.tr/tr/pub/did. The first page of the article should include the author's name, title, institutional information (including ROR ID), telephone number, email address, and ORCID number.
14. In surveys and attitude surveys conducted as part of a scientific study, explicit consent from participants or, if the research is to be conducted within an institution, permission from the institution should be obtained. These permissions should be included on the first page of the study.
15. Only one article per author per year can be published in Diyanet İlmi Dergi.
16. In multi-authored manuscripts, authors should declare their contribution rate and any conflicts of interest.
