ANALYSIS OF EDUCATIONAL PURPOSES OF GENERAL PUBLIC HIGH SCHOOLS BASED ON “MISSION” STATEMENTS

Abstract

In this study, what the educational purposes of general public high schools were and whether those purposes differed according to variables including geographical region, developmental level of the province and province were examined based on the “mission” statements of the schools. The study was designed according to mixed research approach. The target population of the study consisted of 3327 general public high schools. During the study, 253 school mission statements were reached. Coding Rubric, which was developed by Stemler and Bebell (1999) and adapted to Turkish for the current study, was used in order to analyze the mission statements. Inter-rater validity of the Coding Rubric was tested with Cohen’s kappa coefficient. Kappa coefficient was calculated as .88. In the end it was found that primary educational purposes of general high schools in Turkey were to foster cognitive, social and emotional developments of their students. Vocational preparation was found to be the least desired educational purpose which general public high school authorities wanted to realize. Whether the educational purposes of the schools differed or not according to geographical regions and development level of the province were tested with chi-square tests and it was not found any significant difference.

Resmi Genel Liselerin Eğitsel Amaçlarının "Misyon" Cümlelerine Dayalı Olarak Çözümlenmesi

Abstract

Bu çalışmada Türkiye’deki resmi genel liselerin eğitsel amaçlarının neler olduğu ve bu amaçların coğrafi bölge, okulun bulunduğu ilin gelişmişlik düzeyi ve il değişkenlerine göre farklılık gösterip göstermediği, okulların “misyon” cümlelerine dayalı olarak incelenmiştir. Araştırma, karma araştırma yaklaşımına göre desenlenmiştir. Araştırmanın hedef evreni 3327 resmi genel liseden oluşmaktadır. Bu kapsamda örnekleme alınan okulların 253’ünün misyon ifadelerine ulaşılmıştır. Misyon ifadelerinin analizinde Stemler ve Bebell (1999) tarafından geliştirilmiş olan ve bu araştırma kapsamında Türkçeye uyarlanan rubrik kullanılmıştır. Rubriğin değerlendiriciler-arası güvenirliği Cohen kappa katsayısı ile sınanmıştır. Bu sınamada kappa katsayısı .88 olarak hesaplanmıştır. Araştırmada Türkiye’deki resmi genel liselerin öncelikli olarak öğrencilerinin bilişsel, sosyal ve duygusal gelişimlerini desteklemek amacında oldukları saptanmıştır. Resmi genel liselerin en az gerçekleştirmek istedikleri eğitsel amaç, öğrencilerin mesleki gelişimlerini desteklemektir. Okulların eğitsel amaçlarının coğrafi bölge ve ilin gelişmiş düzeyine göre farklılık gösterip göstermediği ki-kare testi ile sınanmış ve bu sınamalar sonrasında anlamlı bir farka rastlanılmamıştır.
