Gelişmekte Olan ülkelerde Mali Lanet

Abstract

Devletlerin mali kapasitelerini artırmaları, özellikle az gelişmiş ekonomilerde temel kamu mallarının sağlanması için önemlidir. Fakat mali kapasitenin artırılmasında ülkeler arasındaki farklılığın nelerden kaynaklandığı daha da önemlidir. Burada özellikle inceleme konumuzu da oluşturan doğal kaynakların devletlerin mali kapasitesini artırma etkisi üzerinde durulacaktır. Bu konudaki incelemelerde ortaya çıkan genel düşünce, devletlerin vergi gelirlerini doğal kaynaklardan elde edilen gelirlerle ikame etme eğiliminde olmaları durumunda, doğal kaynak rantlarının mali kapasitenin artmasını engelleyeceğine yöneliktir. Bununla birlikte, siyasi kurumların yürütmenin gücünü sınırlayıp sınırlayamayacağına bağlı olarak, doğal kaynakları kontrol etmenin veya el koymanın ne kadar kolay olması durumunda mali lanetinin gerçekleşip gerçekleşmeyeceği incelenecektir.
