Sustainable Cities and Communities Case Study of Prince’s Foundation for Building Community

Abstract

Urban
transformation has become a concept that has been discussed widely by urban
planners and local governments following the processes of industrialization and
globalization. However, the experiences associated with urban transformation in
recent years has confronted cities with new problems and questions. The concept
of planning, which prioritizes the physical spaces and economic values created
for particular social groups, is now being criticized, and new approaches that
prioritize social participation in urban transformation processes are being
developed. Creating a sustainable city and community has become a matter of
priority for all disciplines dealing with city and local governments. In this study, the investigations
carried out by the Prince’s Foundation for Building Community, an organisation
based in England dedicated to creating a sustainable city and society, have
been examined. In depth interviews and report analysis were used as research
methods.  In particular, this study
explores the experiences of urban transformation in the UK, as well as the
planning approaches that have led to the emergence of a sustainable city and
society. The methods developed by the
Prince’s Foundation for Building Community to create a sustainable city and
society have been found to be more successful than the UK's past urban
transformation experiences.

Sürdürülebilir Kentler ve Toplumlar İngiltere Prince’s Foundation for Building Community Örneği

Abstract

Kentsel dönüşüm gerek sanayileşme, gerek küreselleşme süreci
sonrasında kent plancılarının ve yerel yönetimlerin gündeminde olan ve üzerinde
tartışılan bir kavram olmuştur. Geçmiş yıllarda yaşanan kentsel dönüşüm
tecrübeleri kentleri yeni sorun ve sorularla yüzleştirmiştir. Fiziksel mekânı
önceleyen ve yaratılan ekonomik değerden yalnızca belli toplumsal grupların
faydalandığı planlama anlayışı, artık eleştirilmekte, kentsel dönüşüm
süreçlerinde toplumsal katılımı önceleyen yeni yaklaşımlar geliştirilmeye
çalışılmaktadır. Sürdürülebilir bir kent ve toplum yaratmak gerek yerel
yönetimlerin, gerekse kentle ilgilenen tüm disiplinlerin öncelikli meselesi
haline gelmiştir. Bu çalışmada, sürdürülebilir kent ve toplum yaratmak amacı
ile İngiltere’de faaliyetlerini yürüten Prince’s Foundation for Building
Community’nin yapmış olduğu çalışmalar incelenmiştir. Yöntem olarak
derinlemesine mülakat ve rapor incelemesi tercih edilmiştir. Kurumun, farklı
projelerinde yer alan çalışanları ile derinlemesine mülakatlar yapılmış ve
tamamlanmış projelerin raporları incelenmiştir. Ayrıca çalışmada İngiltere’nin
yaşamış olduğu kentsel dönüşüm tecrübesi irdelenmiş, böylece sürdürülebilir kent
ve toplum anlayışının ortaya çıkmasına neden olan planlama yaklaşımları ele
alınmıştır. Prince’s Foundation for Building Community’nin sürdürülebilir bir
kent ve toplum yaratma amacıyla geliştirdiği yöntemlerin İngiltere’nin geçmişte
yaşadığı kentsel dönüşüm tecrübelerine kıyasla daha başarılı sonuçlar verdiği
tespit edilmiştir.
