Evaluation of European Countries in the Context of Social Protection Performance Using Multi-Criteria Decision Making Methods

Abstract

Social protection is defined as the process that encompasses all policies developed to deal with risky situations and poverty that individuals may face. This study seeks to evaluate the current status of European countries in terms of social protection performance. In this context, the social protection performance of 29 countries was analyzed using six years of data (2017–2022) obtained from the EUROSTAT database through Multi-Criteria Decision-Making (MCDM) methods. The weights of the criteria for the analysis were determined using the CRITIC method, followed by the application of CoCoSo, MABAC, MAIRCA, and TOPSIS methods. The ranking of importance was finalized using the BORDA method. As a result, it was established that the Czech Republic's social protection system is among the most sensitive and diligent in Europe.

Çok Kriterli Karar Verme Yöntemleri İle Avrupa Ülkelerinin Sosyal Koruma Performansı Bağlamında Değerlendirilmesi

Abstract

Sosyal koruma, bireylerin karşılaşabilecekleri riskli durumlar ve yoksulluk halleri ile ilgili geliştirilen tüm politikaları kapsayan bir süreç olarak ifade edilmektedir. Bu çalışma ile Avrupa ülkelerinin sosyal koruma performansları konusundaki mevcut durumlarının ortaya konulması amaçlanmıştır. Bu bağlamda EUROSTAT veri tabanından alınan 2017 ile 2022 yılları arasını kapsayan 6 yıllık veriler ile 29 ülkenin sosyal koruma performansları Çok Kriterli Karar Verme (ÇKKV) yöntemleri kullanılarak analiz edilmiştir. Analiz için kriterlerin ağırlıkları CRITIC yöntemi ile belirlenmiş, sonrasında CoCoSo, MABAC, MAIRCA, TOPSIS yöntemleriyle elde edilen önem sıralamaları BORDA yöntemiyle sonuçlandırılmıştır. Sonuç olarak, Çek Cumhuriyeti’nin sosyal koruma bağlamında Avrupa ülkeleri arasında daha hassas ve gayretli olduğu tespit edilmiştir.
