ÇİN-ABD İLİŞKİLERİNDE GÜVENLİK İKİLEMİ: TAYVAN SORUNU

Abstract

Bu çalışmada, Çin Halk Cumhuriyeti (ÇHC) ile Amerika Birleşik Devletleri (ABD) arasında yaşanan güvenlik ikilemi, Tayvan meselesi üzerinden incelenecektir. Jeopolitik konumu ve ABD ile ÇHC'nin askeri çatışmaya girme ihtimalinin olduğu bölgelerden biri olması sebebiyle Tayvan, 1949 yılından bu yana iki ülke arasında çözülemeyen meselelerden biri olarak uluslararası toplumun gündemini meşgul etmektedir. Pekin hükümeti "Tek Ülke, İki Sistem" politikası kapsamında Tayvan'ı Çin'in bir parçası olarak görmekle beraber, Washington'ın Pekin'in olası bir müdahalesi karşısında Tayvan'ın kendini savunması adına Taipei'ye silah satışını sürdürerek destek vermesi, bölgedeki güvenlik ikileminin süreklilik arz etmesine sebep olmuştur. İki devlet arasındaki güvenlik ikilemi, Xi Jinping ve Donald Trump'ın başkanlıkları döneminde de halihazırda sürmektedir. Nihai olarak bu makale kapsamında öncelikle Uluslararası İlişkiler disiplinindeki güvenlik ikilemi kavramı tanımlanacak, akabinde de ABD ve ÇHC'nin İkinci Dünya Savaşı’nın ardından uyguladığı hangi Tayvan politikalarının iki devlet arasındaki güvenlik ikileminin devam etmesine sebebiyet verdiği mercek altına alacaktır.

THE SECURITY DILEMMA IN U.S.-CHINA RELATIONS: THE TAIWAN ISSUE

Abstract

This study focuses on security dilemma between the People's Republic of China (PRC) and the United States of America (USA) over the island of Taiwan. Taiwan is a region where has a significant role with her geostrategic location, and it has been a dispute between two countries since 1949. The PRC formulates "One Country, Two Systems" as a constitutional principle for Taiwan whereas the US government supports Taipei against Beijing by selling weapons; and due to the arms race between Washington and Beijing above Taiwan, the security dilemma remains as a problem during Xi Jinping and Donald Trump presidency. Eventually, within the scope of this study, the notion of security dilemma in the discipline of International Relations will be defined, and then the article will be examined which Taiwan policies implemented by the USA and PRC after the Second World War caused the continuity of the security dilemma between the two states.
