Post-Disaster Restructuring of Internal Migration Systems: Spatial and Temporal Effects of the 2023 Kahramanmaraş Earthquakes

Abstract

This study examines the effects of the 6 February 2023 Kahramanmaraş earthquakes on Türkiye’s internal migration system using the Difference-in-Differences method. The study compares 11 affected provinces with the other provinces to analyze changes in migration dynamics in the post-earthquake period. The findings show a negative shift in the net migration rates in the earthquake zone in the post-earthquake period. However, the decomposition of migration components reveals that this process cannot be explained solely by unidirectional outward migration. Increases in both in-migration and out-migration flows were observed in the post-earthquake period, but the increase in outward migration was stronger. Province-based analyses show that the earthquake effects are spatially heterogeneous. While some provinces experienced strong decreases in net migration rates, others emerged as migration-receiving provinces in the post-disaster period. The dynamic Difference-in-Differences analysis results reveal that earthquake effects exhibited a transformative structure over time. While 2023, the year of the earthquake, stands out as a shock period dominated by forced displacement movements, a partial recovery and rebalancing trend in migration dynamics was observed in 2024. As a result, the study shows that large-scale disasters can reshape national migration systems spatially and temporally and highlights the need for multidimensional analytical approaches to evaluate post-disaster migration processes.
