Kent Planlamasından Artakalan Mekanların Kullanım Dönüşümünün Örneklerle İncelenmesi

Abstract

Dünya her alandan değişimlere tanık olurken kentler de bu değişimlerden en çok etkilenen öğelerden biri olmuştur. Kentlerdeki bu değişimlere paralel olarak insanın günlük yaşantı pratikleri de değişmekte, kent-insan arasındaki bu etkileşim kent mekânlarını da etkilemektedir. Değişim günümüzde bu denli hızla gerçekleşirken kent mekânları bu değişime bazen ayak uyduramaz ve kesintiye uğrar. Böylece kent mekânları hayatın içindeki etkinliğini kaybederek dışlanır, boşta kalır ve zamanla unutulur. Bu makale, kentte planlama sonrası oluşan mekânları, literatür taramasıyla belirlenen tanımlamalarla deşifre etmiş ve bu alanların potansiyeline dikkat çekmeyi amaçlamaktadır. Planlama sonrası artakalan mekânlarla sekteye uğrayan kentsel sürekliliğe ve kentle yeniden buluşturulan artakalan mekânların potansiyeline dikkat çekmek makalenin temel amacı olup, bireylerin bilinçli ya da bilinçsiz olarak kentsel mekânlar üzerinde oluşturdukları uygulamaların bu alanların sorunlarının çözümüne yönelik yol gösterici olabileceği savunulmuştur. Makalenin teorik çerçevesi kentte artakalan mekânların deşifre edilmesi ve birbirleriyle farklılık ya da benzerlik ilişkisinin kurulmasıyla oluşturulmuştur. Kent planlamasında sürekli değişime sebep olan modernist, postmodernist ve günümüz bilgi çağı anlayışı genel hatlarıyla açıklanmış olup, elde edilen kavramların bu dönemlerde geçirdiği dönüşüm tartışılmıştır. Bu alanların geçiciliğini ve işlevlerdeki alternatiflerini kanıtlamak için farklı ülkelerden ve dönemlerden artakalan alanların geçici ve kentlinin kullanımına yönelik dönüşüme uğrayan örnekler seçilmiştir.

A Review of Transformation Strategies in Left Over Spaces Through Case Studies

Abstract

While the world is witnessing changes in every aspect, cities have been one of the elements most affected by these changes. In parallel with these changes, people's daily life practices also change, and this interaction between city and people affects urban spaces. While change occurs rapidly, urban spaces sometimes cannot keep up with this change and are interrupted. Thus, urban spaces lose their effectiveness, are excluded and forgotten over time. This article has deciphered the spaces created after planning with the definitions determined by the literature review and draws attention to the potential of these areas. The aim of this article is to draw attention to the potential of the leftover spaces and it is argued that the practices that individuals consciously or unconsciously create on urban spaces can be a guide for the solution for these spaces. The theoretical framework was structured by deciphering the leftover spaces and establishing the difference or similarity with each other. The modernist, post-modernist and information age, which causes constant change will be explained and discussed how the previously acquired concepts encountered the transformation in these periods. Examples from different countries were selected to prove the temporality and their alternatives in functions.
