Avrupa Birliği'ne Üye Ülkelerin ve Türkiye'nin Harcama Göstergelerinin Etkinliğinin Malmquist İndex ve VZA Yöntemiyle İncelenmesi

Abstract

Ülkelerin nihai hedeflerinden biri performanslarını iyileştirmektir. Verimlilik ise performansın önemli bileşenlerinden birisidir. Ülkeler verimlilik analizleri ile verimli olmadığı alanları tespit eder ve bu alandaki eksikliklerini giderebilir. Bu bağlamda bu çalışma Avrupa Birliği’ne üye ülkelerin ve Türkiye’nin borç krizi öncesi ve sonrası dönemdeki etkinliklerini ve etkinliklerindeki değişimi belirli harcama göstergelerini kullanarak veri zarflama analizi ve Malmquist toplam faktör verimliliği analizi yöntemleriyle incelemek amacıyla yapılmıştır. Türkiye ve Avrupa Birliği’ne üye ülkelerin 2007-2016 yıllarına ait verileri kullanılmış ve veriler Dünya Bankası veri tabanından elde edilmiştir. 27 Avrupa Birliği ülkesinden Malta hariç 26 ülke ve Türkiye analize dâhil edilmiştir. Araştırmada girdi değişkeni olarak kişi başına düşen sağlık harcamaları, kişi başına düşen hanehalkı nihai tüketim harcaması, kişi başına cepten yapılan sağlık harcamaları ve eğitim harcamaları değişkenleri kullanılmış çıktı değişkeni olarak ise insani gelişmişlik endeksi kullanılmıştır. Araştırma verilerinin analizi için R Studio paket programlarından yararlanılmıştır. Araştırma sonucunda, ülkelerin toplam faktör verimliliğinde yaşanan en büyük düşüşün krizin başladığı 2008 yılı ve krizin yoğunlaştığı 2011 yılı olduğu görülmektedir. BCC girdi yönelimli VZA analiz sonuçlarına bakıldığında; kriz yoğun dönemde 12 ülkenin etkin olduğu, kriz sonrası dönemde ise 16 ülkenin etkin sınıra ulaştığı görülmektedir. Ayrıca en düşük verimliliğe sahip ülkenin kriz yoğunda dönemde Portekiz, kriz sonrası dönemde ise İtalya olduğu tespit edilmiştir.

INVESTIGATION OF THE EFFICIENCY OF EXPENDITURE INDICATORS OF THE EUROPEAN UNION MEMBER COUNTRIES AND TURKEY BY MALMQUIST INDEX AND DEA METHOD

Abstract

One of the ultimate goals of countries is to improve their performance. Efficiency is one of the important components of performance. Countries identify areas where they are not efficient with efficiency analyzes and can eliminate their deficiencies in this area. In this context, this study was carried out to examine the activities of the European Union member countries and Turkey in the pre- and post-debt crisis period and the change in their activities using data envelopment analysis and Malmquist total factor productivity analysis methods by using certain expenditure indicators. The data of Turkey and European Union member countries for the years 2007-2016 were used and the data were obtained from the World Bank database. Of the 27 European Union countries, 26 countries, excluding Malta, and Turkey were included in the analysis. In the research, per capita health expenditures, household final consumption expenditure per capita, out-of-pocket health expenditures and education expenditures per capita were used as input variables, and human development index was used as output variable. R Studio package programs were used for the analysis of the research data. As a result of the research, it is seen that the biggest decrease in the total factor productivity of the countries was in 2008, when the crisis began, and in 2011, when the crisis intensified. Considering the BCC input-oriented DEA analysis results; It is seen that 12 countries were active in the crisis-intensive period, and 16 countries reached the effective limit in the post-crisis period. In addition, it was determined that the country with the lowest productivity was Portugal in the crisis period and Italy in the post-crisis period.
