TÜRKİYE İLLERİ İTİBARI İLE BEŞERİ SERMAYENİN KALKINMAYA ETKİSİNİN ANALİZİ

Abstract

Bu çalışma beşeri sermayenin Türkiye’deki iller bazında kalkınmaya etkisinin ölçümünü amaçlamaktadır. Çalışmaya ait veriler Türkiye İstatistik Kurumu’nun Hane Halkı Gelir ve Tüketim Anketi’nde yer alan ve beşeri sermayenin ölçümünde kullanılan ücret ve eğitim değişkenleridir. Üretim fonksiyonuna dayalı ölçme metodunun uygulaması sonucunda, beşeri sermayenin, iller tarafından üretilen fert başı Gayrisafi Milli Hâsılaya en büyük katkıyı yaptığı tespit edilmiştir. Seçilen 19 il kapsamında, bu katkının, kalkınmayı %49 ile %95 arasında değişen oranlarda etkilediği ortaya konulmuştur. Çalışmada ortaya konan diğer bir bulgu da lisans ve lisans üzeri eğitim dışında kalan eğitim seviyelerinin, fert başı Gayrisafi Milli Hâsılaya daha büyük bir katkı sağladığıdır. Bu sonuca göre, kalkınmakta olan ülkelerden biri olan Türkiye’de temel eğitime yakın eğitim birimlerinin kalkınmayı beşeri sermaye açısından belirlemede daha büyük bir pay sahibi oldukları ortaya çıkmaktadır

THE ANALYSIS OF THE EFFECT OF HUMAN CAPITAL TO DEVELOPMENT OF TURKISH PROVINCES

Abstract

The purpose of this study is to measure human capital and its effects on the development of Turkish provinces. The data used in the study for measuring human capital are wage and education variables as indicated in the Household Income and Consumption Survey by Turkish Statistical Institute. Through the application of production based measurement method, the study has found that human capital makes the greatest contribution to the Gross State Product per capita by each province. On the scope of chosen 19 provinces, this contribution affetcs growth in varying ratios between %49 and %95. Another finding of this study is that the education levels besides the undergraduate and graduate education make bigger contribution to GNP per capita. According to this finding, the type of education units that are closer to basic education have larger share to determine growth from the perspective of human capital in one of the developing countries, Turkey.
