XI. KALKINMA PLANINDA YENİ KAMU YÖNETİŞİMİ PARADİGMASINDAN İZLER

Abstract

Kamu yönetimi reformu konusundaki “Yeni
Kamu İşletmeciliği” (YKİ) odaklı neoliberal varsayımlar, 21. yüzyılın
başlangıcı ile birlikte tartışmalı hale gelmiştir. Bu durum kamu yönetimi
alanında güncel problem ve karmaşıklıkların üstesinden gelebilecek yeni bir
vizyon ihtiyacını gündeme getirmiştir. Söz konusu ihtiyaç, kamu yönetimi
literatüründe birlikte üretim, katılım, çoğulcu devlet, karşılıklı bağımlılık,
örgütlerarası ağlar, işbirliği ve ortaklıklar gibi değerleri ön plana çıkaran
Yeni Kamu Yönetişimi (YKY) adlı bir paradigmanın doğuşuna zemin hazırlamıştır. Artık
birçok devlet, kamu hizmeti sürecinde karmaşık ve çok yönlü yapısal reformlara
başvurmakta ve bu açıdan YKY’nin temel değerlerini referans almaktadır. Bu
çalışmada, Türkiye’deki kalkınma hedef ve stratejilerinin, YKY ve onun temel
değerleriyle uyumlu olup olmadığının tespiti amaçlanmaktadır. Bu çerçevede
2019-2023 dönemini kapsayan XI. Kalkınma Planı metni, doküman analizi
yöntemiyle incelenmiş ve ardından Türkiye’nin beş yıllık kalkınma hedef ve
stratejileri ile YKY’nin temel değerleri arasındaki ilişkiye yönelik
değerlendirmelerde bulunulmuştur.
