Abstract

The concepts of localisation of human rights and human rights city began to be discussed in the academic literature at the end of the 20th century and the beginning of the 21st century. International regulations, policy documents, implementation tools and guiding principles that have become rapidly widespread in the 21st century have contributed to the localisation of human rights. With the emergence of cities as human rights actors, city governments have become duty bearer and responsible for the protection and promotion of human rights at the local level. In this study, it is aimed to discuss that in order to better implement human rights at the general level, respecting, protection and promotion of human rights should not only be the duty of the central governments, but also should be taken into account by the city governments at the local level. In this context, the concepts of localisation of human rights and human rights city as one the implementation practices will be examined.

İNSAN HAKLARININ YERELLEŞMESİ VE İNSAN HAKLARI KENTİ

Abstract

İnsan haklarının yerelleşmesi ve insan hakları kenti kavramları akademik literatürde 20. yüzyıl sonu ve 21. yüzyıl başında tartışılmaya başlanmıştır. 21. yüzyılda hızla yaygınlaşan uluslararası düzenlemeler, politika belgeleri, uygulama araçları ve yol gösterici ilkeler insan haklarının yerelleşmesine katkıda bulunmuştur. Kentlerin insan hakları aktörleri olarak ortaya çıkmasıyla kent yönetimleri insan haklarının yerel düzeyde korunup geliştirilmesinde görev ve yükümlülük sahibi olmuştur. Bu çalışmada insan haklarının genel düzeyde daha iyi uygulanması amacıyla insan haklarına saygı, insan haklarının korunması ve geliştirilmesinin sadece merkezi yönetimlerce değil kent yönetimlerince de yerel düzeyde kentlerde esas alınması gerektiği tartışmaları doğrultusunda insan haklarının yerelleşmesi ve bir uygulama örneği olan insan hakları kenti kavramları ele alınıp incelenecektir.
