Malmquist Toplam Faktör Verimlilik Endeksi İle OECD Ülkelerinin Sosyal Güvenlik Harcamaları Verimliliğinin Değerlendirilmesi

Abstract

Sosyal güvenlik, devletin, vatandaşların sağlık ve geleceklerini güvence altına aldığı düzenlemeler bütünüdür. Sosyal güvenlik alanında hükümetlerin başarı durumunu belirleyen en önemli kriter performanslarıdır. Sosyal güvenlik gibi kamunun temel amacının kâr olmadığı kamusal hizmetlerde performans ölçümünde yaygın olarak kullanılan analizlerden biri de Malmquist Toplam Faktör Verimlilik (MTFV) endeksidir. Bu kapsamda bu çalışmada, OECD üyesi olan 34 ülkenin sosyal güvenlik harcamalarının verimliliği, MTFV endeksi ile karşılaştırılmıştır. Çalışmanın girdi değişkenlerini; kamu işsizlik maaşı ödemeleri, kamu emeklilik harcamaları, hanelere yapılan nakdi sosyal yardımlar, hastalık, engellilik veya mesleki yaralanma sebebiyle dezavantajlı duruma düşen kesimler için yapılan kamu harcamaları ve kamu sağlık harcamaları oluşturmaktadır. Çalışmanın çıktı değişkenlerini ise, doğuşta beklenen yaşam süresi ve işsizlik oranı oluşturmaktadır. Ülkelerin sosyal güvenlik harcamalarıyla ilgili oluşturulacak ekonomik plan ve politikalar çerçevesinde bu tür analizlerin kullanılması, ülkelerin kendilerini değerlendirmelerinde, rasyonel kararların alınmasında ve eldeki kaynakların verimli bir şekilde kullanılmasında yol gösterici bir araç olabilecektir.

Abstract

Social security is a set of regulations in which the state guarantees the health and future of citizens. The most important criteria that determine the success of governments in the field of social security are their performance. Malmquist Total Factor Productivity (MTFP) is one of the widely used analyzes of evaluating performance in public services where the main purpose is not profit, such as social security. In this context, in the study, the efficiency of the social security expenditures of 34 countries that are OECD members is compared with the MTFP Index. Input variable used in the study are; public unemployment spendings, pension spendings, family benefits public spendings (in cash), public spendings on incapacity and public spendings on health. Output variables used in the study are life expectancy at birth and unemployment rate. The use of such analyzes within the framework of the economic plans and policies to be established in relation to the social security expenditures of the countries can be a guiding tool for the self-evaluation of countries, the rational decisions and the efficient use of the resources at hand.
