AVRUPA BİRLİĞİ VATANDAŞLIĞININ OKUL EĞİTİMİ BOYUTU

Abstract

Vatandaşlık
kavramı, yönetim biçimi nasıl olursa olsun, daha çok herhangi bir ülkeye, o
ülkenin anayasasında tanımlanan şartları taşımak kaydıyla, mensubiyeti
çağrıştırmaktadır. Ancak vatandaşlık kavramını, hızla değişen ve gelişen
dünyamızda, sadece ülke ile sınırlandırmak mümkün bulunmamaktadır. Teknolojik
ilerlemeler ve küreselleşme ile birlikte değişen şartlara uygun yeni
vatandaşlık türleri ortaya çıkmıştır. Kısaca vatandaşlığı üyelerine haklar
veren ve yükümlülükler getiren siyasi yapılanmaya sahip kurumlara üyelik
şeklinde özetleyebiliriz. Kurumsal, Cumhuriyetçi, Küresel, Çevre, Dünya ve
Dijital vatandaşlık gibi günümüzde birçok farklı vatandaşlık türü söz
konusudur. Birden fazla aktörün oluşturduğu bölgesel birliktelik olan Avrupa
Birliği, Uluslararası İlişkiler disiplininde Vestfalya Antlaşması’ndan beri temel
aktör olarak kabul edilen devlet vatandaşlığı üzerinde, 1992 Maastricht Antlaşması
ile ulusüstü yeni bir vatandaşlık türü ortaya çıkarmıştır.



Bu çalışmada
Avrupa Birliği vatandaşlığı ve bu vatandaşlığın Avrupa halkları düzeyinde
yansıması, bilinç düzeyi ve öğretimi ile ilgili bilgiler verilecektir.
