Abstract

Regulation is a function that modern state carried out since its genesis. As an extension of regulation, the state, following the II. World War, in order to rejuvenate the economy and heal the havoc of the war, became an actor including production. It had a gigantic realm of authority including public ownership and manufacture. Whereas, during the crisis of 1970’s, the interventionist regulation policies of Keynesian welfare state was perceived as a factor behind the crisis. One of the prominent proposal of new public management to overcome the crisis was neoliberal deregulation policy, necessitating to renounce Keynesian interventionist regulation applications. The proposal on deregulation had a wide range acceptance in society and administration which resulted in intensive privatization. At this point, government has retreated from the market as a direct economic actor, however, begun to form new rules to protect citizens from uncertainties of the market – that is referred as reregulation. This article, depending upon the related literature, aims to understand the current status of regulation by analyzing the concept of regulatory state with Keynesian function of regulation in the context of continuity-transformation and disengagement

Abstract

Düzenleme faaliyeti modern devletin başlangıcından beri yürüttüğü bir faaliyettir. Ancak II. Dünya savaşından sonra ortaya çıkan büyük tahribatı düzeltmek ve ekonomiye dinamizm kazandırmak için devlet üretim de dahil olmak üzere pek çok sürece dahil olmuştur. 1970’lerin ortasında ortaya çıkan ekonomik krizin sebeplerinden biri olarak Keynesyen refah devletinin müdahaleci düzenleme faaliyeti üzerinde durulmuştur. Krizin aşılması yönünde önerilerde bulunan yeni kamu işletmeciliği Keynesyen müdahaleci düzenleme anlayışından vazgeçilmesini ve acilen neoliberal deregülasyon yaklaşımı yönünde uygulamalara geçilmesini sürekli gündemde tutmuştur. Yeni kamu işletmeciliği taraftarlarının vurguladığı deregülasyon yaygın kabul görmüş ve bunun en somut ve önemli sonucu kamu iktisadi teşebbüslerinin yaygın özelleştirilmesi olmuştur. Bu noktada yönetim ekonomik süreçlerde doğrudan aktör olmaktan çekilmiş, ancak bu süreçlerin vatandaşı piyasa belirsizliğinden koruyacak şekilde yürütülmesi için yeni kurallar oluşturmaya girişmiştir ki bu durum reregülasyon (yeni düzenleyicilik) olarak adlandırılmıştır. Bu makale, konuyla ilgili yazına dayalı olarak düzenleyici devlet kavramını, Keynesyen müdahaleci düzenleme faaliyeti ile devamlılık- dönüşüm ve kopuş bağlamında değerlendirerek mevcut durumun anlaşılmasına katkıda bulunmaya çalışmaktadır
