THE IMPORTANCE OF PERCEPTION MANAGEMENT IN FOREIGN POLICY

Abstract

In the 21st-century paradigm of international relations, perception management has become the most critical factor determining states' foreign policy capacities. This study aims to investigate how the interaction between cultural proximity and technological infrastructure determines the effectiveness of perception management tools in the digital age and through which mechanisms this determinism shapes states' foreign policy success. The research adopts a qualitative research method based on the fundamental assumptions of Alexander Wendt's social constructivist approach and examines the perception management practices of the United States, People's Republic of China, European Union, and Japan during the 2010–2024 period through systematic document analysis and content analysis using the comparative historical analysis technique. The study presents three original theoretical contributions to the literature: soft power paradox theory, cultural distance coefficient, and digital perception cycle model. Research findings reveal that the perception management efforts of powerful states paradoxically exhibit low effectiveness, cultural proximity exponentially multiplies perception management success, and technological infrastructure creates cyclical relationships between culture and influence. In conclusion, it has been determined that effective perception management strategies should be constructed based on consistency, cultural sensitivity, and ethical principles rather than capacity enhancement.

DIŞ POLİTİKADA ALGI YÖNETİMİNİN ÖNEMİ

Abstract

Uluslararası ilişkilerin yirmi birinci yüzyıl paradigmasında algı yönetimi, devletlerin dış politika kapasitelerini belirleyen en kritik faktör haline gelmiştir. Bu çalışma, dijital çağda kültürel yakınlık ve teknolojik altyapı etkileşiminin algı yönetimi araçlarının etkinliğini nasıl belirlediğini ve bu belirleyiciliğin devletlerin dış politika başarısını hangi mekanizmalarla şekillendirdiğini araştırmayı amaçlamaktadır. Araştırma, Alexander Wendt'in sosyal inşacı yaklaşımının temel varsayımları üzerine kurulu nitel araştırma yöntemini benimser ve karşılaştırmalı tarihsel analiz tekniği ile Amerika Birleşik Devletleri, Çin Halk Cumhuriyeti, Avrupa Birliği ve Japonya'nın 2010-2024 dönemindeki algı yönetimi uygulamalarını sistematik doküman analizi ve içerik çözümlemesi yoluyla inceler. Çalışma, literatüre üç özgün kuramsal katkı sunmaktadır: yumuşak güç paradoksu teorisi, kültürel mesafe katsayısı ve dijital algı döngüsü modeli. Araştırma bulguları, güçlü devletlerin algı yönetimi çabalarının paradoksal olarak düşük etkinlik sergilediğini, kültürel yakınlığın algı yönetimi başarısını geometrik düzeyde çoğalttığını ve teknolojik altyapının kültür-etki arasında döngüsel ilişkiler oluşturduğunu ortaya koymaktadır. Sonuç olarak, etkili algı yönetimi stratejilerinin kapasite artırımından ziyade tutarlılık, kültürel duyarlılık ve etik ilkeler temelinde inşa edilmesi gerektiği tespit edilmiştir.
