II. Meşrutiyet dönemi her alanda olduğu gibi eğitim alanında da yeni ve önemli gelişmelerin kaydedildiği bir süreçtir. Özellikle Batı tarzı eğitim modellerinin çokça tartışıldığı bu süreçte yönetim İttihat ve Terakki Cemiyeti’nin elindedir. Memleketin bütün sorunlarının çözülmesi hedefi ile yola çıkmış olan İttihat ve Terakki’nin en fazla önem verdiği konu başlıklarından biri eğitimdir. Bu süreçte eğitim dilinin ne olması gerektiği, okulların denetlenmesi, dini okulların ıslahı, Batı tarzı okulların açılması gibi konular çokça tartışılmıştır. Osmanlıcı bir yaklaşımla bütün bu konu başlıklarında birtakım hedefleri olan İttihat ve Terakki programlarındaki eğitim başlığı altındaki maddelere dayanarak bu hedefleri yerine getirmeye çalışmıştır. Bu çerçevede iş başına getirdiği bazı eğitimciler vasıtası ile eğitimde başarılı dönüşümler yapmak istemiştir. Fakat Osmanlı Devleti’nin kozmopolit yapısı, karşısında keskin bir muhalefetin yer alması ve ekonomik yetersizlikler sebebiyle bu çalışmalar tam manasıyla başarıya ulaşamayacaktır.
The Period of II. Constitutional Monarchy is a process in which new and important developments are recorded in the field of education as well as in all fields. Management is in the hands of The Committee of Union and Progress (CUP), especially in this process where Western-style educational models are widely discussed. Education is one of the topics of the importance of the CUP that has been set out with the goal of solving all the problems of the country. In this process, topics such as what the language of education should be, supervising schools, reclamation of religious schools, the opening of Western-style schools have been widely discussed. With an Ottoman approach, the CUP tried to fulfill these goals based on the articles under the title of education in the CUP Programs, which had some goals in all these topics. Within this framework, the CUP wanted to make successful transformations in education through some of the educators' CUP brought to work. However, due to the cosmopolitan structure of the Ottoman Empire, the sharp opposition in the face of it, and the economic inadequacies, these works will not be successful.
