International Journal of Information Systems and Applications (IJISYSA) aims to contribute to scientific developments by publishing theoretical and applied research in information technologies and computer sciences. The journal hosts original studies on computer applications in engineering and technology, encouraging academic and industrial innovations.

International Journal of Information Systems and Applications (IJISYSA) covers academic and applied studies in the fields of information technologies and computer sciences and focuses on the following topics:

Computer Science: Algorithms, data structures, artificial intelligence, machine learning, computer vision and data mining.
Information Technology Applications: Information systems, decision support systems, cloud computing, big data analytics, database management and distributed computing.
Management Information Systems: Use of information systems in business, digitalization of business processes, decision support systems, business intelligence and enterprise resource planning (ERP) applications.
Data Science and Big Data: Data processing, data analytics, data visualization, data mining and database management.
Cyber Security and Information Security: Network security, data security, security protocols, digital authentication and encryption techniques.
Forensics and Digital Evidence Management: Digital crime investigations, digital evidence collection and analysis, forensic investigation methods and tools.
Mobile and Embedded Systems: Mobile applications, embedded systems, Internet of Things (IoT) and smart device technologies.
Artificial Intelligence, Industrial Applications and Automation: Robotics, automation systems, artificial intelligence-based control systems, smart city and factory applications.
Informatics and Educational Technologies in Education: Use of technology in education, e-learning, educational software, learning analytics and virtual classroom applications.


The journal aims to contribute to academic and industrial developments by supporting innovative and original research.

Manuscripts submitted to the journal must be original and not under consideration for publication elsewhere. Papers previously presented at conferences, symposiums, workshops, or similar meetings may be considered for publication—provided that the date and venue of the event are clearly indicated—if deemed suitable by the editorial board. All responsibility in this matter rests with the authors.

Authors must submit the Author’s Copyright Transfer Form along with their manuscript. If there are multiple authors, an Author Contribution Form must be completed separately for each author, detailing individual contributions.
All submitted manuscripts are initially reviewed by the editorial office. Manuscripts that do not comply with the journal’s writing and publication guidelines are returned to the authors for revision. If the authors fail to complete the required revisions by the deadline set by the editors, the editorial board reserves the right to terminate the evaluation process.
Once approved by the editorial office, manuscripts are sent for evaluation to at least two reviewers under a double-blind peer-review process, where the identities of both authors and reviewers remain confidential. If a reviewer does not submit a report within the given timeframe, the editorial office appoints a new reviewer.
The journal reserves the right to request revisions or reject the manuscript based on the reviewers’ feedback. Authors are notified of revision requests via the DergiPark manuscript tracking system. Reviewers may request to review the revised version before publication. The final decision on publication is made by the editorial office, taking into account the majority opinion of the reviewers. Authors are notified once a decision to publish has been made.


Manuscripts must use the American Psychological Association (APA 7) reference style.

The International Journal of Information Systems and Applications (IJISYSA) abides by the publication ethics principles, standards, and recommendations set forth by the Council of Higher Education (YÖK) Guidelines for Scientific Research and Publication Ethics, the Committee on Publication Ethics (COPE), and the International Committee of Medical Journal Editors (ICMJE).


Authors
1. The International Journal of Information Systems and Applications (IJISYSA) accepts all manuscripts submitted for review exclusively through the system provided by DergiPark. Submissions sent via mail, fax, email, or any other method are not considered.
2. Authors are obliged to prepare their manuscripts in accordance with the format announced on The International Journal of Information Systems and Applications (IJISYSA) website and to submit all required documents (e.g., Copyright Transfer Form, Ethical Board Approval, etc.) to the journal. Authors must accurately and completely provide author names, institutional affiliations, contact information, and ORCID details.
3. Manuscripts submitted for review must adhere to all rules stipulated by the “Guidelines for Scientific Research and Publication Ethics” of the Council of Higher Education. No actions listed under “Violations of Scientific Research and Publication Ethics” in these guidelines should be committed.
4. All responsibility for adhering to ethical principles and avoiding any actions that violate scientific research and publication ethics lies with the author(s). Authors are accountable for issues such as plagiarism, fabrication, falsification, redundant publication, salami slicing (segmenting one study into multiple publications), honorary authorship, failure to disclose the contributions of supporting institutions/organizations, using unpublished or unapproved thesis work without permission, using data from surveys or other studies without explicit consent from participants, conducting experiments or studies without obtaining necessary prior permissions, and all other potential ethical breaches.
5. All sources used in manuscripts submitted to The International Journal of Information Systems and Applications (IJISYSA) must be cited completely and accurately.
6. Manuscripts submitted to The International Journal of Information Systems and Applications (IJISYSA) must not be simultaneously submitted to another journal for consideration. Authors are deemed to have accepted this condition upon submission to IJISYSA.
7. At the request of the editorial board members or reviewers, authors must provide the raw data related to their study (if available).
8. Authors must explicitly disclose any potential conflicts of interest and relationships that may constitute a conflict in manuscripts submitted to the The International Journal of Information Systems and Applications (IJISYSA).
9. The author(s) should have all the usage rights of the data, if any, in the studies they send to the International Journal of Informatics Systems and Applications (UBSUD) for evaluation and in other subjects such as research/ analysis/ measurement/ survey/ evaluation/ field study/ clinical study etc. They should have documents showing the necessary permissions and submit them to the journal when requested.
10. Authors can track the status of their manuscripts submitted to The International Journal of Information Systems and Applications (IJISYSA) via the DergiPark system. Should they disturb the editorial board members via email, phone, and/or other communication channels regarding the status of their manuscript, the evaluation process may be halted and terminated.


Reviewers
1. Reviewers are responsible for evaluating the scientific content, academic structure, and compliance with the journal’s principles and standards of all manuscripts submitted to the The International Journal of Information Systems and Applications (IJISYSA), and for determining whether a manuscript is suitable for publication for the broader public and scientific community. Decisions to accept or decline an invitation to review should be made with due consideration of these points and ethical principles.
2. All reviewer invitations and processes for The International Journal of Information Systems and Applications (IJISYSA) are managed exclusively through the DergiPark system. A reviewer’s role may be invalidated if they contact or attempt to contact the editor(s), author(s), or any third party via phone, email, fax, or other methods concerning a manuscript under review.
3. The names of invited reviewers (researchers and/or experts) are not disclosed to the authors.
4. Reviewers should accept invitations to review only if they have sufficient time and the necessary expertise in the subject area of the manuscript.
5. Reviewers are expected to conduct their evaluations impartially and confidentially; they must be honest, fair, and objective, focusing solely on the manuscript’s content. Factors such as gender, nationality, political views, religious beliefs, or commercial interests should not influence their assessments.
6. If reviewers have any conflict of interest with the author(s) of a manuscript assigned to them, they must inform the section editor or journal editor as soon as possible.
7. Reviewers should carefully complete all relevant sections of the Manuscript Evaluation Form for the manuscript in question. They are expected to use constructive and polite language, providing criticism and suggestions that comply with academic ethics. They must avoid offensive, hostile, insulting, or belittling comments.


Editor(s) / Section Editor(s)
1. The evaluation process and policies for manuscripts submitted to The International Journal of Information Systems and Applications (IJISYSA) are detailed on the journal’s website. Editors/section editors assigned to evaluate a manuscript must follow these guidelines.
2. After similarity and formatting checks, manuscripts submitted to The International Journal of Information Systems and Applications (IJISYSA) are forwarded to a section editor by the journal editor. No academic evaluation is conducted prior to this assignment. All participants involved in this process must handle confidential information about the manuscripts with utmost care.
3. When evaluating a manuscript submitted to the The International Journal of Information Systems and Applications (IJISYSA) editors/section editors must not allow the author(s)’ gender, nationality, political beliefs, religious affiliations, institutional ties, positions, or any potential conflicts of interest (academic, commercial, political, social, etc.) to influence their decisions.
4. Editors/section editors have the authority to accept or reject a manuscript based on factors such as its scholarly value, originality, relevance to the journal’s focus and scope, scientific contribution, academic level, similarity (plagiarism) ratio, and adherence to the journal’s writing guidelines.
5. For each manuscript submitted to the The International Journal of Information Systems and Applications (IJISYSA) the editor/section editor must assign at least two (2) reviewers who can provide an unbiased, objective, and effective evaluation of the work.
6. The decision to accept or reject a manuscript, made by the section editor, is forwarded to the editor after considering the reviewers’ feedback. However, the journal editor reserves the right to alter the accept/reject decision by providing a justification, taking into account the reviewers’ opinions and authors’ responses throughout the review process.

Akademik derecelerini Bilgisayar ve Öğretim Teknolojileri Anabilim dalında alan Dr. ALP lisans derecesini 2010-2014 yılları arasında Balıkesir Üniversitesi’nde, yüksek lisans derecesini yine aynı üniversitede 2016 yılında aldı. Dr. ALP doktora derecesini de Hacettepe Üniversitesi’nde 2021 yılında tamamlayarak “Doktor” unvanını almaya hak kazandı.


Dr. Öğr. Üyesi Yeşim ALP tasarım odaklı düşünme, yüz yüze, çevrimiçi ve harmanlanmış öğretim süreçlerinin tasarımı, animasyon, öğretmen eğitimi, vb. konularla ilgilenmekte ve bilimsel çalışmalar yürütmektedir.

Dr. Mehmet Sevri is a faculty member in the Department of Computer Engineering at Recep Tayyip Erdoğan University, with over 14 years of experience. He received his Ph.D. from Gazi University, specializing in web application security using deep learning, which led to patent applications on an explainable AI-based web firewall system.
Dr. Sevri has held research positions at Recep Tayyip Erdoğan University and Gazi University, focusing on AI-based intrusion detection and cybersecurity. He also gained industry experience as a computer engineer at a public institution and as a transmission engineer at Turkcell, working on network infrastructure projects such as 3G backbone integration.
He has co-authored numerous articles in important and impactful journals, addressing topics in web security, artificial intelligence, and machine learning for medical diagnostics. Additionally, he holds both national and international patents related to explainable AI-based web security systems.
His expertise includes deep learning, cybersecurity, web application security, and explainable AI models. Dr. Sevri is actively involved in AI and cybersecurity projects, including those funded by TÜBİTAK and other institutions, focusing on creating robust web protection systems and advancing cybersecurity education.

I am a Senior Lecturer in the UAV Technology and Operations program at Ostim Technical University.
I worked as a lecturer in the Computer and Educational Technologies (BÖTE) and Software Engineering departments at different state and foundation universities. I gave lectures in software development, image processing, and unmanned aerial vehicles for many years. I worked as a Department Head, Distance Education Center Manager, and manager in different institutions. I also worked as an Independent External Expert at the National Agency (Presidency of the European Union Vocational Education Programs Center). My research interests generally cover the fields of unmanned aerial vehicles, structural production, avionics systems, and flight control software. I have studies and products in the fields of agricultural drone systems and fixed-wing unmanned aerial vehicles.

I served as a consultant in the "Unmanned Aerial Vehicle Drone Shelter" project supported by TUBITAK.

Refik Samet (IEEE Member) is a Professor at the Department of Computer Engineering, Ankara University. He completed his BS and MS education at the Department of Informatics and Computer Science and Engineering, Kyiv Polytechnic Institute, and his PhD at the Department of Design and Development of Fail-Tolerant Systems, Institute of Control Sciences, Russian Academy of Sciences. He conducts research on reliability and fault-tolerance of real-time computer control systems, parallel systems, cyber security, forensic computing, IoT, medical image processing, video processing, computer networks, mobile operating systems, machine learning, deep learning, etc. He has served as a researcher and manager in TUBITAK, NATO, European Union and BAP supported research and development projects. He has six patents, four books and 5 book chapters. He has more than 100 sientific papers published in national and international journals and more than 60 conference proceedings. He is a scientific committee member in many national and international scientific conferences and journals.

Kariyeri boyunca çeşitli görevler üstlenmiştir. Ankara Medipol Üniversitesi Yönetim Bilişim Sistemleri bölümünde akademik personel olarak çalışmaktadır. Avusturya merkezli ETCOP Çokdisiplinli Araştırma Enstitüsü'nde Siber Güvenlik Temsilcisi olarak görev yapmaktadır. Türk Bilişim Derneği, Yapay Zeka ve Dijital Dönüşüm Derneği üyesidir. Dr. Ozan Filiz received his Ph.D. in Educational Sciences from Anadolu University in 2018. His doctoral research focused on the impact of flipped learning on pre-service teachers' digital competencies, innovativeness, and online engagement. He is currently serving as a faculty member in the Department of Educational Sciences, Division of Instructional Technologies, at Sinop University, where he also holds the position of Assistant Director at the Distance Education Center. His current research interests include open and distance education, the use of generative artificial intelligence in learning, and educational Web 2.0 tools.

Lisans eğitimini İstanbul’da Yıldız Teknik Üniversitesi Elektronik ve Haberleşme Mühendisliği bölümünde 2005 yılında tamamlamış olup, 2005-2006 yılları arasında Orta Doğu Teknik Üniversitesi Elektrik-Elektronik Mühendisliği Bilgisayar Donanımı Ana Bilim Dalı’nda bütünleşik doktora eğitimi görmüş ve aynı bölümde araştırma görevlisi olarak çalışmıştır. 2010’da Gazi Üniversitesi Fen Bilimleri Enstitüsü Elektrik-Elektronik Mühendisliği Ana bilim dalında yüksek lisans derecesi almış olup, 2024 yılında Gazi Üniversitesi Bilişim Ens-titüsü’nde doktora eğitimini tamamlamıştır. ODTÜ’de araştırma görevlisi iken, 2006 yılında Türk Standardları Enstitüsünde (TSE) test ve belgelendirme uzmanı olarak göreve başlamıştır. Bilişim ve siber güvenlik başta olmak üzere çeşitli alanlarda CCRA, IECEE gibi kuruluşların teknik denetçisi olarak ve ISO/IEC 27001 Bilgi Güvenliği Yönetim Sistemi, ISO/IEC 20000-1 Bilişim Teknolojileri Hizmet Yönetim Sistemi ISO/IEC 27701 Kişisel Veri Yönetim Sisteminden baş tetkik görevlisi olarak denetimlerde görev almıştır. İş hayatına 2020 yılından beri TSE Bilişim Teknolojileri Test ve Belgelendirme Daire Başkanı olarak devam eden Merve Hatice KARATAŞ, aynı zamanda Türkiye Bilişim Derneği İcra Kurulu ve Ankara Şube Yönetim Kurulu üyesidir. Evli ve 2 çocuk sahibi olup, iyi derecede İngilizce, başlangıç seviyesinde Almanca ve Fransızca bilmektedir.

RESUL TUNA graduated from Kocaeli University, Department of Computer Education, Kocaeli, Turkey, in 2000 and Karabuk University, Department of Computer Engineering, Karabuk, Turkey, in 2023. He completed his master's degree at Gazi University, Institute of Science, Department of Electronics and Computer Education, Ankara, Turkey, in 2006. He is currently continuing his PhD studies at Karabuk University, Institute of Graduate Education, Department of Computer Engineering, Karabuk, Turkey. He worked as a Computer Teacher at the Ministry of National Education, Etimesgut Anatolian Girls' Vocational High School between 2000 and 2008. He continues to work as a lecturer, which he started in 2008 at Sinop University Vocational School in Sinop, Turkey. She graduated from the Department of English Teaching
Department, Çanakkale Onsekiz Mart University. She did her MA and PhD at the Department of
Curriculum and Instruction Department, Gazi University, Ankara, Turkey. She started her
professional career in 2005 as a teacher of English. After having her Phd degree, she worked as
curriculum development expert and project coordinator in “Project Research And Development”
departments of some institutions in Ministry of National Education between 2014 and 2022.
Since 2023 January, she started to work as a faculty member. She is Assoc. Prof. Dr. in Gazi
University. She is interested in European Union Projects and TUBITAK Projects. She writes and
carries out these kinds of projects nationally and internationally.
Her main research topics include curriculum and instruction, gifted and talented students, teacher
training projects, language teaching through Flipped Classroom and through some technology,
teaching English to young learners and distant-learning. She has worked as a coordinator and
writer in two European Union, Erasmus + and IPA projects called “Yes to High Quality of
Instruction for the Special Education” and “Yes to Warming to Global Methods and Techniques”.
In these two projects, she was the director of all procedures and scientific reportation of the
results. She had also attended several Erasmus + Projects as a team member, had taken Erasmus
+ Educations in Europe and had lots of Europass Certificates and Europass Mobilities.
Additionally to the Erasmus + projects, she also writes and directs several project programmes
such as TUBITAK, National Development Agency etc…
She has lots of scientific research articles published nationally and internationally, in refereed
journals, which are indexed in the field and international books. Moreover, she has presented
several conference papers at national and international conferences. She had managements of
projects which are related to Ministry of National Education and The Ministry of Labor and
Social Security.
