AN OPEN INNOVATION-FOCUSED APPLICATION IN THE DEVELOPMENT STRATEGIES OF R&D CENTERS

Abstract

This study aims to enhance university–industry collaboration by integrating R&D Centers—organizations with an established project development culture—and academic staff, who represent the primary source of scientific knowledge, onto a single platform developed through Python-based software. Using the principles of the open innovation model, the study establishes a data-driven system that enables R&D Centers and academics to access one another’s expertise, past projects, and research domains. The research sample consists of R&D Centers located in the Western Mediterranean Region of Türkiye. The methodology involves (i) administering a structured questionnaire to measure the open-innovation readiness of R&D Centers, (ii) collecting project data from the Technology and Innovation Support Programs Directorate (TÜBİTAK TEYDEB), and (iii) extracting academic expertise data from the Higher Education Council’s Academic Search platform (YÖK Academic). These datasets were processed through Python’s pandas library and integrated into a web-based interface via Streamlit. Quantitative findings reveal that R&D Centers in the region display a high tendency toward open innovation: 100% express willingness to collaborate, 92.9% are willing to purchase external ideas, and 85.7% are open to joint research projects with other R&D Centers. However, 78.6% refrain from sharing early-stage or low-TRL project outputs due to confidentiality concerns. Overall, the system demonstrates strong potential to increase collaboration efficiency, improve project success rates, and support the strategic development of R&D Centers. The findings of the study are that R&D Centers operating in the Western Mediterranean Region are prone to open innovation as a result of surveys. It has been found that they are open to cooperation, they can work on a joint project with both R&D Centers and another company, they can use outsourcing, they can share their ideas if opportunities such as grants, incentives and support are provided, and they especially want to work with universities and R&D Centers.
