Financing and Organization of Science in Turkey and World: Differences, Questions and Problems
Abstract
There are serious obstacles and differences in the organization and financing of science in Turkey compared to western world. In the present status, if ever made, a great scientific invention would not end up with a product and would not contribute to the prosperity of the country. Lacking of an established concept in the community why science and technology is necessary in the development of the country has lead to a smaller budget allocated to scientific research. Employment and financial regulations for research and development show significant differences to western countries. In addition, there are substantial discrepancies between Turkey and the industrialized world in evaluation of scientific achievements; efficiency of scientific life during doctoral, post doctoral and academic periods; the content and input of scientific meetings; evaluation and promotion of scientists; transparently financing of science and organization of intellectual property rights
Türkiye’de ve Dünya’da Bilimin Organizasyonu ve Finansmanı: Farklar, Sorular ve Sorunlar
Abstract
Türkiye’de bilimin organizasyonu ve para kaynağındaki eksiklikler ve batı toplumlarından farklılıkları ciddi boyutlardadır. Şu anki koşullarda Türkiye’de ülkenin gönecini arttıracak çok önemli bir bilimsel buluş yapılsa bile, patentlenemeyecek ve ürün haline dönüşmesinde büyük sorunlar olacaktır. Ana sorunlar, ülkede yerleşmiş bilim bilincinin olmayışına bağlı olarak bütçede bilime verilen yer ile birlikte personel kanunu ve maliye kanunundaki farklılıklardır. Buna ek olarak, bilimin organizasyonu ve işleyişinde; bilimsel başarı düzeyi değerlendirilirken; doktora, doktora sonrası ve öğretim üyesi olarak sürdürülen bilimsel yaşamda; bilimsel toplantıların içeriğinde; bilim adamının ödüllendirilmesi ve denetlenmesinde; bilimin şeffaf bir şekilde finansmanında ve orijinal buluşların patentlenmesine giden yolda batı toplumları ile Türkiye arasında nasıl bu kadar büyük farklılıklar ortaya çıkmıştır, anlamak oldukça zordur
