Prof. Dr. Ali Asker 1968 doğumludur. 1986-1993 yılları Azerbaycan Teknik Üniversitesinde Radyoteknik Fakültesinde lisans ve yüksek lisans (bileşik) eğitime başlamıştır. 1987-1989 yıllarında SSCB Silahlı Kuvvetleri Transkafkasya Askeri Dairesinde askerlik görevini bitirdikten sonra eğitimine devam etmiştir. Şubat 1992’de Hocalı Soykırımı’nın ardından, gönüllü olarak Azerbaycan Milli Ordusuna yazılmış ve Birinci Karabağ Savaşı’na iştirak etmiştir. Öğrenim sebebiyle terhis edildikten eğitimine devam etmiş, 1993’te eğitimini tamamlayarak uzman mühendis derecesi almıştır. Ali Asker, 1993’te Bakü Devlet Üniversitesi Hukuk Fakültesini kazanarak 1997’de yüksek onur diplomasıyla bu eğitim kurumundan mezun olmuştur. 1997-1998 yıllarında Ege Üniversitesi Türk Dünyası Araştırmaları Enstitüsünde bir sene hazırlık eğitiminin ardından Marmara Üniversitesi SBE Kamu Hukuku Anabilim dalında yüksek lisans eğitimine başlamış, 2000 yılında Azerbaycan Cumhuriyeti Anayasasında Devlet Sistemi ve Temel Öğeleri konulu tezini savunmuştur. Ali Asker, Genel Kamu Hukuku dalında başladığı doktora programından “Eski Sosyalist Ülkelerde Siyasi Rejim Değişmeleri” tezini savunarak 2007 yılında mezun olmuştur. Değişik düşünce kuruluşlarında Kafkasya, Rus-Slav, Orta Asya ve Türk Dünyası üzerine çalışmalar yapmış, birçok yayına ve tercüme esere imza atmıştır. 2011 yılından Karabük Üniversitesi İİBF Siyaset Bilimi ve Kamu Yönetimi Bölümünde öğretim üyesi olarak göreve başlamıştır. 2016’da Bölge Çalışmaları alanında doçent unvanı almıştır. Dünya anayasalarını Türkçeye kazandırması nedeniyle kendisine 2019 yılında Hukuk Ansiklopedisi Özel Ödülü tevcih edilmiştir. 2021’de aynı fakültenin Uluslararası İlişkiler Bölümünde Uluslararası Siyaset Profesörü kadrosuna atanmıştır. Ali Asker’in Rusya ve Avrasya ülkeleriyle ilgili bölge çalışmaları, hukuk, tarih, düşünce tarihi ve kültür üzerine çok sayıda yayını bulunmaktadır.

Bursa’da doğdu. İlk, Orta ve Lise eğitimini Bursa Mithat Paşa İlkokulu, Bursa Kız Lisesi'nde aldı. Lisans eğitimini İstanbul Üniversitesi Edebiyat Fakültesi Tarih Bölümü’nde tamamladı. Yüksek Lisansını İstanbul Üniversitesi Sosyal Bilimler Enstitüsü Yakınçağ Tarihi Anabilim Dalında Prof. Dr. Ali İhsan GENCER’in danışmanlığında hazırladığı “Osmanlı Devleti’nin Uluslararası Barış Konferanslarına Resmen Katılması Sorunu Parlamentolararası Birlik” konulu tez ile 2002 senesinde bitirdi. 2007 tarihinde İstanbul Üniversitesi Atatürk İlkeleri ve İnkılâp Tarihi Enstitüsünde Prof. Dr. Sabahattin ÖZEL’in danışmanlığında hazırladığı “İkinci Meşrutiyet’ten Tevhid-i Tedrisat’a Türkiye’de İlköğretim (1908–1924)” konulu tezle doktor unvanı aldı.

Aralık 2000 yılında İstanbul Üniversitesi Hasan Âli Yücel Eğitim Fakültesi Sosyal Bilgiler Eğitimi Anabilim Dalı’nda Araştırma Görevlisi olarak göreve başladı. 2008 tarihinde aynı bölümde Yardımcı Doçentliğe, Aralık 2018'de Doçent kadrosuna atandı. Halen İstanbul Üniversitesi-Cerrahpaşa Hasan Ali Yücel Eğitim Fakültesi Türkçe ve Sosyal Bilgiler Eğitimi Bölümü'nde Profesör kadrosunda görev yapmaktadır.

Prof. Dr. Betül Batır’ın tarih ve eğitim tarihi konularında kitap ve kitap bölümleri bulunmaktadır.  Ulusal ve uluslararası bilimsel toplantılarda sunduğu bildirilerin yanında uluslararası alan indeksli ve hakemli dergilerde yayınlanmış makaleleri mevcuttur. Ayrıca çeşitli bilimsel ve toplumsal projeler de yürütmüştür. Kendisi International Standing Conference for the History of Education (ISCHE) Derneği, Türk Kadınlar Birliği Bursa Şubesi, Bursa Unesco Derneği ve Türk-Ermeni Konusunu Araştırma Vakfı (TEKAR) üyesidir.

Can Tankut Esmen, 1990 Bakırköy/İstanbul doğumludur. İlk ve lise eğitimini tamamladıktan sonra, 2008 yılında başladığı Edebiyat Fakültesi Tarih Bölümünden 2012 senesinde mezun olmuştur. Eylül 2012 itibarıyla Trakya Üniversitesi Edebiyat Fakültesi Tarih Bölümü Genel Türk Tarihi Anabilim Dalında ÖYP araştırma görevlisi kadrosunda çalışmaya başlamıştır. 2015 yılında Trakya Üniversitesi SOBE Tarih Anabilim dalından yüksek lisans derecesini almış olup, aynı enstitüye bağlı olarak hazırladığı doktora çalışmasını Prof. Dr. Nebi Mehdiyev'in danışmanlığında 2020 yılında tamamlamıştır. Prensip olarak “tarihçilik” mesleğini yapanlara güvenmeyen yazar; akademik ilgi alanını tarih yazıcılığının tarihi, Cumhuriyet dönemi Türk tarihçileri ve tarih düşüncesi olarak belirlemiştir. Esmen’in, Tek Parti Dönemi Tarihçiliğinde Avrupa Hunları (Berikan Yayınevi, Ankara 2016) ve Tarihyazımında İdeoloji ve Pratikleri (Yeni İnsan Yayınları, İstanbul 2022) adlı iki kitabı ve çeşitli dergilerde yayınlanmış akademik çalışmaları mevcuttur. Edirne’de yaşayan Esmen, sosyal hayatında ise seyahat etmek, finansal okuryazarlık, yatırımcılık ve gastronomi gibi konularla hemhal olmaktadır.

22 Ocak 1968’de Trabzon’da doğdu. İlk, orta ve lise öğrenimini aynı vilayette tamamladıktan sonra, 1985 yılında Atatürk Üniversitesi, Fen-Edebiyat Fakültesi Tarih Bölümü’nde yüksek öğrenimine başladı. Tarih bölümünü Haziran 1989’da birincilikle bitirdi. Aynı Üniversitede, yüksek lisans ve doktora eğitimi aldı. 1990 yılında Atatürk Üniversitesi, Atatürk İlkeleri ve İnkılap Tarihi Ensitüsü’nde araştırma görevlisi oldu. 1991 yılında “İstanbul Basınında Vilâyât-ı Şarkiye Meselesi” adlı master teziyle yüksek lisansını, 1996 yılında da “Türkiye ve Mavera-yı Kafkasya İlişkileri İçerisinde Trabzon ve Batum Konferansları ve Antlaşmaları (1917-1918)” adlı çalışmayla doktorasını tamamladı. 2 Ağustos 1996 tarihinde Sakarya Üniversitesi, Tarih Bölümü’ne öğretim üyesi olarak atandı ve halen aynı üniversitede çalışmaya devam etmektedir. California’da bulunan Stanford Üniversitesi başta olmak üzere, yurtdışındaki çeşitli üniversitelerde kısa ve uzun sürelerle “misafir öğretim üyesi” olarak bulundu. 2006’da doçentliğe, Temmuz 2011’de ise Türkiye Cumhuriyeti Tarihi anabilim dalında profesörlüğe yükseltildi. Ağustos 2009-Ağustos 2014 tarihleri arasında Türk Tarih Kurumu bünyesindeki Ermeni Masası’nda çalıştı. Yazar halen Sakarya Üniversitesi’nde öğretim üyesi olarak çalışmaya devam etmekte, ilgi alanları, Atatürk ve Cumhuriyet Tarihimizin çeşitli evrelerine ait lisans ve lisansüstü seviyede dersler vermektedir. Evli olan Prof.Dr. Şahin’in, iki yüzden fazla makale, bildiri, editörlük, yayına hazırlama, ansiklopedi maddesi, kitap bölümü ve kitapları bulunmaktadır.

Faaliyetleri" adlı tez ile tamamladı. Nisan 2020'de Cumhuriyet Tarihi alanında doçent oldu.
1985 yılında Teğmen rütbesiyle göreve başladığı Hv.K.K.lığında 31 yıl hizmette
bulundu. Son tayin yeri olan Genelkurmay ATASE Başkanlığında Askeri Tarih Şube Müdürü
ve Türk Askeri Tarih Komisyonu Genel Sekreteri olarak görev yaptı.
TSK Foto Film Merkezi Komutanlığı tarafından hazırlanan "Çanakkale 1915" adlı
film ile 2019 yılında Türkiye Barolar Birliği THM Topluluğu tarafından Ankara, Uşak ve
Samsun'da sahnelenen "Kurtuluş Oratoryosu"nun senaryo metinlerini yazdı.
"Birinci Dünya Savaşında Osmanlı Devleti’nin Kuzey Afrika’ya Yönelik Askeri
Faaliyetleri", "Birinci Dünya Harbinde Karadeniz" ve "Felsefi Açıdan Atatürk'ün
Devrimcilik Anlayışı ve Türk Devrimi" adlı kitapları bulunmaktadır.
Halen Ufuk Üniversitesi Atatürk İlkeleri ve İnkılap Tarihi Bölüm Başkanı olarak
görev yapmaktadır.

Kamil Çayır, Kayseri’de doğmuş, akademik yolculuğuna İstanbul Üniversitesi Edebiyat Fakültesi Tarih Bölümü’nde başlamıştır. Tarih alanındaki lisans eğitimini 2008 yılında tamamlayan Çayır,  Marmara Üniversitesi İlahiyat Fakültesi’nde ikinci lisans eğitimini 2014 yılında tamamlamıştır. Yüksek lisans derecesini İstanbul Üniversitesi Sosyal Bilimler Enstitüsü Tarih Anabilim Dalı’nda, doktora derecesini ise Ankara Üniversitesi Sosyal Bilimler Enstitüsü İslam Tarihi ve Sanatları Anabilim Dalı’nda tamamlamıştır.
2014 yılında Ağrı İbrahim Çeçen Üniversitesi İslami İlimler Fakültesi’nde Araştırma Görevlisi olarak akademik kariyerine adım atan Çayır, 2023 yılından itibaren aynı kurumda Dr. Öğretim Üyesi olarak görevine devam etmektedir.

Yurtdışı çalışmalarında 2014-2015 tarihinde İran'ın Tahran Üniversitesi ve 2015-2016 Eğitim öğretim yılında da ABD'nin Şikago Üniversitesinde (The University of Chicago, The Department of Near East Language and Civilizations) araştırma ve çalışmalarda bulundum. 2020 yılında Doktoramı tamamlamış olup halen Muğla Sıtkı Koçman Üniversitesi Tarih Bölümünde çalışmalarıma devam etmekteyim.

Çalışma alanlarımı, 13-16. Yüzyıl Doğu-Güneydoğu Anadolu Tarihi, Şehir-Bölge Çalışmaları, Demografik Tarih Çalışmaları, Erken Osmanlı ve Beylikler Dünyası, Selçuklu-Beylikler-Osmanlı Kurumlarının İşleyişi olarak tanımlayabilirim.

1985 tarihinde Sakarya’da doğan ve ilk ve orta öğrenimini Sakarya’da sırasıyla Sezi Eratik ilköğretim okulu ve Karasu Şehit Üsteğmen İbrahim Abanoz Lisesi’nde tamamlayan Yetim, 2009 yılında Karadeniz Teknik Üniversitesi Uluslararası İlişkiler Bölümü’nden mezun olmuştur. 2011 yılında Sakarya Üniversitesi Sosyal Bilimler Enstitüsü Uluslararası İlişkiler Anabilim Dalı’ndan “2002-2010 arası Türkiye'nin Ortadoğu politikası: Ortadoğu'da değişen Türkiye algısı” başlıklı tez çalışması ile yüksek lisans derecesini alan Yetim, 2016 yılında ise “Ortadoğu ve Lübnan Zemininde Hizbullah: Yeni Weberci Yaklaşım” başlıklı tez çalışmasıyla Uluslararası İlişkiler doktoru olarak Ankara Üniversitesi’nden mezun olmuştur. 2009-2016 yılları arasında Eskişehir Osmangazi Üniversitesi, İktisadi ve İdari Bilimler Fakültesi Uluslararası İlişkiler Bölümü’nde Araştırma Görevlisi olarak çalıştıktan sonra 2016 yılından itibaren Dr. Öğretim Üyesi olarak aynı bölümde Ortadoğu bölgesine yönelik konuları da içeren dersler vermekte olan Yetim’in, Hizbullah, Lübnan, Türkiye-Katar ilişkileri ve genel olarak Ortadoğu Siyasetini analiz ettiği çalışmaları bulunmaktadır.

Mürsel Bayram received his bachelor’s, master’s and doctoral degrees from Selçuk University, Ahi Evran University and Kırıkkale University respectively. He is currently the Head of the Department of African Studies at the Institute for Area Studies, Social Sciences University of Ankara. He is the author of Une histoire diplomatique des États ouest-africains and Çin-Afrika İş Birliği (China-Africa Cooperation). Bayram is also the editor of the books titled Mağrib Diplomasisi (Maghreb Diplomacy) Afrika Yıllığı 2021 (Africa Yearbook 2021), Afrika Yıllığı 2022 (Africa Yearbook 2022), Afrika’da Politika ve Uluslararası İlişkiler (African Politics and International Relations) and Doğu Afrika’da Siyaset ve Diplomasi (Politics and Diplomacy in East Africa).

In 2003, he graduated from the Department of History, Faculty of Arts and Sciences, Sakarya University. Between 2004 and 2006, he taught courses on the History of the Turkish Revolution at the Faculties of Education and Engineering of Sakarya University, as well as at Ali Fuat Cebesoy, Hendek, and Karasu Vocational Schools.

Between 2011 and 2013, he served as the Founding Coordinator of the SEKA Paper Museum, a museum transformation project of Turkey’s largest industrial heritage site. In 2007, he completed his master’s degree at Sakarya University with a thesis entitled “The Economic and Social Impacts of Foreigners in Adapazarı in the 19th Century”. In 2022, he received his PhD from Kocaeli University with a dissertation entitled “The District of Adapazarı, 1923–1954.”

He is the author of eight books: Adapazarı in the 19th Century (2011), Atatürk’s Izmit Speeches on the Road to the Republic (2012), History of Serdivan (with Enver Konukçu, 2013), From Ada to Pazar: Sakarya (2014, 2015), A Century with SATSO (2017), History of the Turkmen-Manav Community of Sakarya (2018), Commercial Life in Adapazarı and the Adapazarı Islamic Commercial Bank (with Mustafa Sarı, 2021), and Sakarya Growing with the Republic (2023). In addition, more than sixty of his academic articles have been published in various scholarly works.

Since 2007, Narin has been writing articles on the history of Sakarya for Sakarya Ekonomi magazine. He has served as an editor for numerous cultural publications and has been a member of editorial boards. He also took part in the Organizing Committee of all six Kocaeli History Symposia. He prepared and presented the television program “Tarih Çarkı” (The Wheel of History), which focused on the history of Sakarya.

He is married and the father of two children, Emin Uygar and Hanzade. He is fluent in English. In 2020, he was appointed Head of the Department of Culture and Social Affairs at Sakarya Metropolitan Municipality. He currently continues his career as Head of the Department of Survey, Planning, and Projects at SASKİ within the same institution.

He was born in Kars in 1981. He completed his primary and secondary education in Kocaeli. In 2003, he graduated from the Department of History, Faculty of Arts and Sciences, Süleyman Demirel University. After working as a paid teacher under the Kocaeli Provincial Directorate of National Education between 2003 and 2006, he began his duty in 2006 as a Lecturer in Atatürk’s Principles and History of Reforms at Kafkas University. In 2012, he was appointed as a Research Assistant in the Department of Islamic History and Arts at the Faculty of Theology, Kafkas University. During this period, he completed his Master’s degree at the Institute of Social Sciences, Eskişehir Osmangazi University, in the Department of Islamic History and Arts, under the supervision of Prof. Dr. Hasan Hüseyin Adalıoğlu, with his thesis titled “Transcription and analysis of pages 162–237 of the Sivrihisar court register no. 1.”

In 2017, he started his doctoral studies in the Department of History, Institute of Social Sciences, Anadolu University. Under the supervision of Prof. Dr. Sedat Bingöl, he completed his doctoral dissertation titled “Commercial lawsuits in Ottoman courts during the judicial reform process after the Tanzimat (1840–1914)” in 2024 and earned the title of Doctor.

During his postgraduate and doctoral studies, he served as a Research Assistant (Article 35) at the Faculty of Theology, Eskişehir Osmangazi University between 2014–2016, and at the Department of History, Faculty of Letters, Anadolu University between 2019–2024. He currently holds a position at the Department of Islamic History and Arts, Faculty of Theology, Kafkas University.

Vakanüvis, aims to contribute to the academic publishing on Social Sciences and Humanities in a focus on historical sciences. The journal, as it can be understood from its name in Turkish (meaning history writer) focuses on historians and history writing.  VAKANÜVİS, will be published as 2 regular issues per year and also a special issue (is not an obligation) on March and September (regular issues). About the special issues from the journal website and mail groups calls for article will be announced.

Starting point of the Editorial Board of Vakanüvis was the scarcity of the academic joournals which have international standards on historical researches. All the articles which will be accepted to Vakanüvis publication process should be related to history or sciences concerned with history. Authors should use an academic language, apply all the writing rules to the article and not to ignore the academic ethic rules. Vakanüvis, publishes articles, translations and book reviews in Turkish, English and other European languages.

1. Vakanüvis, publishes Turkish and English summaries. So every article has to have summaries on both languages no more than 200 words.

2. In order to be indexed all the articles must have 4-5 keywords in both languages. 

3. In addition to the Turkish and English abstracts, an extended English summary of 1500-2000 words should be added at the end of the articles under international standards. (Extended English abstract is not required for English articles.)

4. In the article document author shouldn't write any name or institutional information about himself. Because Vakanüvis uses a double blind review system, all the authors should be careful about this point. 

5. Vakanüvis, used the system of Dergipark. In order to send articles, you should register to the system first. After your registration, you can upload your journal to the system. About the review and publishing processes authors will be informed via e-mail.

6. Articles sent to Vakanüvis must not be published before or should not be in review process of another article. Symposium papers should be published in the journal if this point is reported. 

7. Vakanüvis uses plagiarism sofwares in order to prevent non-ethical uses of information. According to the journals ethic rules, articles which has 15% similarity rate will be returned to the author befor the review process. 

8. Every researcher can view or download any article published in Vakanüvis. All the material must be used within academic and publication ethic rules. 

9. Digital Indexing of the journal is being made with the system LOCKSS which Dergipark uses. 


10. Authors should prepare their articles according to the rules below:

- Margins: Up (2,5 cm), Down (2,5 cm), Left (2,5), Right (2,5)

- Indention: 0,5 cm

- Quotes: 0,5 cm/ Both Sides

- Font: Calibri

Evaluation Criteria

Preliminary Evaluation

Research articles, translations and book reviews can be sent to the Vakanüvis - International Journal of Historical Researches.

All the articles sent to the journal are subject to preliminary evaluation by the editors. Manuscripts that are not scope of the journal, do not comply with the academic writing format in terms of content and formal conditions are rejected before the refereeing process is started or some changes may be requested. The result of the editorial review is reported to the author. No article can be accepted for publication by editors without a positive referee report.

If the translations of articles published in peer-reviewed academic journals in different languages are considered to be within the scope of the journal, they are checked by the language editors of the journal and published if the translation is found appropriate.


Plagiarism Screening

Plagiarism is a publication ethics violation that has been encountered quite frequently in academic circles. All articles, book reviews and translations sent to Vakanüvis-International Journal of Historical Researches are subject to plagiarism screening through plagiarism detection software in order to combat plagiarism and act in accordance with publication ethics. The software used for this purpose is iThenticate Plagiarism Detection Software. In the screening to be made with the program, if the similarity ratio of the scanned article is over 15%, the article is rejected by the Editorial Board without being put into the referee process. The plagiarism report of the rejected article is also shared with the author. The rejected article is not re-evaluated in any way. Research articles from the articles that are clean as a result of plagiarism screening are accepted to the referee process; translations and book reviews are examined by the editorial board.


Review Policy (Double Blind Peer Review System)

Every article sent to Vakanüvis- International Journal of Historical Researches and passed the preliminary evaluation and plagiarism screening goes through the review process mentioned below.

The double blind peer review system is applied in every stage of the process, in which the names of the referees and authors are kept secret.

The articles that pass the preliminary evaluation stage are sent to the two referees determined by the Editor and / or Editorial Board from different institutions. Considering their areas of expertise, both the members of the journal's editorial and advisory boards and external academics can be designated as referees.

Referees evaluate the texts sent to them in terms of originality, methodology, contribution to the literature, presentation of the findings and supporting the results and benefiting from previous studies.

Referees can accept, reject the article, or ask the authors to make corrections to the format and / or content. In order for an article to be accepted for publication, at least two referees must provide a positive opinion. If one of the referee reports is positive and the other is negative, the article is sent to a third referee.

In case the referee or referees request correction, the author submits the requested corrections within 15 days at the latest considering the criticism and suggestions made by the referees. Referees may request corrections more than once for the same article.

The article, which is not approved for publication by two referees, is not accepted for publication and the articles that are not accepted for publication are returned to their authors.

Referee reports are kept for 5 years by the journal editor.

The authors may object to the negative opinions of the referees, provided that they show evidence against any changes and corrections they wish. This objection is examined by the Editorial Board and, if deemed necessary, a different referee opinion is sought.

In order for their work to be published, the authors must take into consideration the opinions and suggestions of the referees and Editorial Board.

The final evaluation is made by the Editorial Board for all articles that come to the stage of publication by giving a positive opinion by the referees. Articles that are decided to be “published” by the Editorial Board are placed in the publication order and will be published in the next issue.

The authors who submit articles to Vakanüvis- International Journal of Historical Researches, are deemed to have accepted the review conditions and process in question.

Open Access Policy

Vakanüvis-International Journal of Historical Researches, follows an Open Access Policy relevant to the declaration of Budapest Open Access Initiative on February 14th, 2002 in Budapest, Hungary. In the declaration, open access was described as:

"By "open access" to this literature, we mean its free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself."

In the frame of the Budapest Open Access Initiative, Vakanüvis, agrees that the only constraint on reproduction and distribution, and the only role for copyright in this domain, should be to give authors control over the integrity of their work and the right to be properly acknowledged and cited.

Copyright Policy

Authors who publish their works in the Vakanüvis-International Journal of Historical Researches have accepted the following conditions:
- All rights of the article belong to the author.
- The author obeyed the academic and ethical rules during the preparation of the article.
- No copyright of a third party is violated in the article submitted.
- In this frame, the author reserves the copyright of the work and leaves the first publication rights of the article to Vakanüvis.
- The work is licensed under Creative Commons BY-NC-SA 2.0, which allows to be shared by others provided its author to be specified and its first publication is published in this journal.
- The author may make separate contract arrangements for the distribution of the published version of the work without authorization (for example, to be sent to a corporate database or to be published in a book).
- Authors are encouraged to share their works on the internet (for example, in the corporate database or on their own websites) before submitting them to the journal or while the submission process is in progress; this can lead to both efficient exchange of ideas and earlier and greater citation of the work (see the Impact of Open Access).
- In case of legal prosecution are initiated due to the information in the article, the responsibility belongs to the author of the article, not the journal staff. In this case, the financial loss, litigation and defense costs are the responsibility of the authors.

Publication Ethics and Publication Malpractice Statement


Based on the Code of Conduct and Best-Practice Guidelines for Journal Editors (Committee on Publication Ethics, 2011) Vakanüvis, defines the responsibilities of editors, reviewers and authors as below:

Editors

The editor is responsible for deciding which of the papers submitted to the journal will be published. The editor will evaluate manuscripts without regard to the authors' race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy. The decision will be based on the paper’s importance, originality and clarity, and the study’s validity and its relevance to the journal's scope. Current legal requirements regarding libel, copyright infringement, and plagiarism should also be considered. The editor and any editorial staff must not disclose any information about a submitted manuscript to anyone other than the corresponding author, reviewers, potential reviewers, other editorial advisers, and the publisher, as appropriate. Unpublished materials disclosed in a submitted paper will not be used by the editor or the members of the editorial board for their own research purposes without the author's explicit written consent.



Reviewers

The peer-reviewing process assists the editor and the editorial board in making editorial decisions and may also serve the author in improving the paper. Any selected referee who feels unqualified to review the research reported in a manuscript or knows that its prompt review will be impossible should notify the editor and withdraw from the review process. Any manuscripts received for review must be treated as confidential documents. They must not be disclosed to or discussed with others except as authorized by the editor. Reviews should be conducted objectively. Personal criticism of the author is inappropriate. Referees should express their views clearly with supporting arguments. Reviewers should identify cases in which relevant published work referred to in the paper has not been cited in the reference section. They should point out whether observations or arguments derived from other publications are accompanied by the respective source. Reviewers will notify the editor of any substantial similarity or overlap between the manuscript under consideration and any other published paper of which they have personal knowledge. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage. Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions associated with the papers.


Authors

Authors of original research reports should present an accurate account of the work performed as well as an objective discussion of its significance. Underlying data should be represented accurately in the paper. A paper should contain sufficient detail and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable. Authors will submit only entirely original works, and will appropriately cite or quote the work and/or words of others. Publications that have been influential in determining the nature of the reported work should also be cited. In general, papers describing essentially the same research should not be published in more than one journal. Submitting the same paper to more than one journal constitutes unethical publishing behavior and is unacceptable. Manuscripts that have been published as copyrighted material elsewhere cannot be submitted. In addition, manuscripts under review by the journal should not be resubmitted to copyrighted publications. However, by submitting a manuscript, the author(s) retain the rights to the published material. In case of publication, they permit the use of their work under a CC-BY-NC-SA 2.0 license (Attribution-Non Commercial-Share Alike), which allows others to copy, distribute and transmit the work as well as to adapt the work and to make non-commercial use of it. Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All those who have made significant contributions should be listed as co-authors. The corresponding author ensures that all contributing co-authors and no uninvolved persons are included in the author list. The corresponding author will also verify that all co-authors have approved the final version of the paper and have agreed to its submission for publication. All authors should include a statement disclosing any financial or other substantive conflicts of interest that may be construed to influence the results or interpretation of their manuscript. All sources of financial support for the project should be disclosed.
