A Contemporary Analysis on EU Conditionality: Assessing the Conditionality of “Good Neighbourhood and Normalization of Relations” on Belgrade-Pristina Dialogue

Abstract

This article provides a critical analysis of the EU’s good neighbourhood conditionality with a specific focus on Belgrade-Pristina Dialogue beyond the Western Balkans enlargement. Article acknowledges that the EU is seen as the foremost stabilizing actor in the Region. Consequently, not only the EU member states did apply political conditionality based on their political preferences, but also the conditionality politics has been strategically altered in this sense. The member states’ veto power on resolution process is a distinct factor on setting up the conditions from the first step. Therefore, the EU is anticipated to formalize further conditionality on Belgrade-Pristina Dialogue to prevent any presumptive deadlock before 2025, the declared potential accession date of Serbia to the EU.
