Avrupa Birliği’nde Kamu Yönetiminin Dijital Dönüşümü: Avrupa Bütünleşmesi Sürecinde Teknoloji ve Yenilik Yönetiminin Rolü ve Gelecek Vizyonları

Öz

Bu makale, Avrupa Birliği (AB) üye devletlerinde kamu yönetiminin dijital dönüşümünü derinlemesine incelemekte ve bu dönüşümün Avrupa bütünleşmesi sürecindeki stratejik rolünü ele almaktadır. Dijital dönüşüm, kamu hizmetlerinin modernleşmesi, etkinliğinin artırılması ve maliyetlerin azaltılması açısından kritik bir değişim süreci olarak değerlendirilmektedir. Bu bağlamda, makale AB’nin dijital stratejilerini, teknoloji entegrasyonunu ve yenilik yönetimini detaylı bir şekilde analiz etmektedir. Makale, öncelikle dijital dönüşümün AB içindeki kamu yönetiminde nasıl bir dönüşüm sağladığını ortaya koymaktadır. Dijitalleşmenin getirdiği zorluklar ve uyum problemleri de göz önünde bulundurulmaktadır. Makale, dijital dönüşümün etkilerini ve karşılaşılan zorlukları kapsamlı bir şekilde tartışarak, AB’nin dijital stratejilerinin nasıl iyileştirilebileceğine dair önerilerde bulunmaktadır. Avrupa bütünleşmesi sürecindeki dijital dönüşümün rolü, bu dönüşümün AB’nin politikaları, işleyiş süreçleri ve yönetim anlayışı üzerindeki etkileri üzerinde durulmaktadır. Dijitalleşmenin, Avrupa içindeki uyum süreçlerini desteklemesi, daha şeffaf ve hesap verebilir bir yönetim anlayışını teşvik etmesi ve etkili bir politika yapım sürecini mümkün kılması vurgulanmaktadır. Makale, dijital dönüşümün gelecekte nasıl şekilleneceğine dair vizyonlar sunarak, teknolojik yeniliklerin entegrasyonu ve mevcut dijital stratejilerin geliştirilmesi konularında gelecekteki yönelimleri ele almaktadır. Sonuç olarak, makale, AB’nin dijital dönüşüm sürecindeki mevcut durumu, gelecekteki potansiyel gelişmeleri ve bu sürecin Avrupa bütünleşmesi üzerindeki etkilerini kapsamlı bir şekilde ele alarak, politika yapıcılar ve akademik topluluk için önemli çıkarımlar sağlamaktadır.

Digital Transformation in Public Administration in the European Union: The Role of Technology and Innovation Management in the European Integration Process and Future Visions

Öz

This paper provides a comprehensive analysis of the digital transformation of public administration in European Union (EU) member states and examines its strategic role within the European integration process. Digital transformation is considered a critical process for modernizing public services, enhancing efficiency, and reducing costs. In this context, the paper thoroughly investigates the EU’s digital strategies, technology integration, and innovation management. Initially, the paper highlights how digital transformation has influenced public administration within the EU. It also addresses the challenges and adaptation issues that digitalization presents. By discussing the impacts and obstacles of digital transformation, the paper offers recommendations for improving the EU’s digital strategies. The paper examines the role of digital transformation in the European integration process, focusing on its effects on EU policies, operational processes, and management practices. It emphasizes how digitalization supports integration processes within Europe, promotes a more transparent and accountable management approach, and facilitates effective policy-making. Furthermore, the paper presents visions for the future evolution of digital transformation, addressing trends in technology integration and the development of current digital strategies. In conclusion, the paper provides a comprehensive overview of the current state of digital transformation in the EU, potential future developments, and the impact of this process on European integration, offering significant insights for policymakers and the academic community.
