Analysis of European Union’s Current Climate Regulations on the Arctic Region from a Legal Perspective

Öz

This research is an effort to review the change in the Arctic policies of the European Union, which is important in terms of climate change studies, and to consider its contributions towards the green transformation and reducing the effects of climate change in the Arctic Region. In this context, the research question was examined in two parts. In the first part, the change in the Arctic policies of the European Union based on the Paris Agreement and the European Green Deal is discussed. In the second part, the policies of the European Union for expanding the sphere of its influences in the Arctic Council through its Member States in combating climate change in the Arctic Region is analyzed. As a result, the research finds out that the European Union encourages all relevant Parties to take action by following a stable policy in achieving the green transformation targets in the Arctic Region, based on the Paris Agreement and the rules in acquis communautaire.

Avrupa Birliği’nin Arktik Bölgesi’ne Yönelik Güncel İklim Düzenlemelerinin Hukuki Açıdan Değerlendirilmesi

Öz

Bu araştırmada iklim değişikliği çalışmaları açısından önem arz eden Arktik Bölgesi’ne yönelik olarak Avrupa Birliği’nin izlediği politikalardaki değişim ile Arktik Bölgesi’ndeki yeşil dönüşüme ve iklim değişikliğinin etkilerinin azaltılmasına yönelik olarak sağlayabileceği katkılar değerlendirilmektedir. Bu çerçevede, çalışma sorusu iki bölümde incelenmiştir. Birinci bölümde Paris İklim Anlaşması ve Avrupa Yeşil Mutabakatı temelinde, Avrupa Birliği’nin Arktik Bölgesi’ne yönelik olarak stratejilerindeki değişim ele alınmıştır. İkinci bölümde ise, Avrupa Birliği’nin Arktik Konseyi’nde bulunan üye devletleri aracılığıyla Arktik Bölgesi’ndeki iklim değişikliği ile mücadelede etki alanını nasıl genişletmeye çalıştığı araştırılmıştır. Elde edilen neticede Avrupa Birliği’nin Paris İklim Anlaşması ve AB müktesebatındaki kurallar temelinde Arktik Bölgesi’neki yeşil dönüşüm hedeflerini elde etmede istikrarlı bir politika izleyerek ilgili bütün tarafları eylem almaya teşvik ettiği görülmektedir.
