Bulgaria and the Ottoman Empire remained in interaction from the 14th century to the beginning of the 20th century. During this period, it is inevitable that both communities would be affected by each other in many respects. It is presumed that one of the areas where the interaction takes place is local governments. In this manner, the aim of this study is to compare the local government systems of Bulgaria and Turkey in the context of their historical development process, the structure of the local governments and the amendments made by two countries in the recent time. It is concluded that in the local government systems of Turkey and Bulgarian, the municipality institution is the only common point between two countries today whereas the inner-structure of the municipalities and their types are different and Turkey has more various local government units than Bulgaria has.
