ÖRGÜTSEL ETKİLİLİĞİ GERÇEKLEŞTİRMEDE SİSTEM MODELİNİN SUNDUĞU İMKÂNLAR

Öz

İnsanlar, tarihin hiçbir döneminde sahip olmadığı kadar örgüte, modern zamanlarda sahip olmuşlardır. Bundandır ki, içinden geçilmekte olan zamana örgütlü toplumlar zamanı denilmektedir. İnsanların soyut ve somut ihtiyaçlarını karşılamak üzere dizayn ettikleri örgütlerin varlıklarını sürdürmesi, kalıcı olmaları, başka bir deyişle ölüm demek olan pozitif entropiden uzun ömürlülük demek olan negatif entropiye ulaşmaları literatürde “örgütsel etkililik” olarak kavramlaştırılan ‘örgütsel sağlık’ın veya durumun gerçekleştirilmesiyle mümkün olacaktır. Gerçekleştirilecek örgütsel etkililik, Türkiye’de örgütler evrenindeki yoğun ölümlerin (pozitif entropi veya işletmelerin faaliyetlerine son vermek zorunda kalması) de azalmasında fonksiyon icra edebilir. Bu çalışmada, örgütsel etkililiği gerçekleştirmede yararlanılabilecek iki yönetsel model incelenmiş; amaç modelinin etkililiği gerçekleştirmede yetersiz kaldığı, bu modeli ikame etmek üzere sistem modelinin kullanılabileceği varsayımı öne çıkarılmıştır.

THE POSSIBILITIES PROVIDED BY SYSTEMS MODEL FOR THE REALIZATION OF ORGANIZATIONAL EFFECTIVENESS

Öz

People have had organizations in modern times as they have never had in any period of history. That is why the time we are going through is called the time of organized societies. The survival of organizations designed to meet the abstract and concrete needs of people, their permanence, in other words, their reaching from positive entropy, which means death, to negative entropy, which means longevity, will be possible by realizing the ‘organizational health’ or situation conceptualized as “organizational effectiveness” in the literature. The organizational effectiveness to be achieved can also function in reducing the intense deaths (positive entropy or businesses having to terminate their activities) in the universe of organizations in Turkey. In this study, two managerial models that can be used in achieving organizational effectiveness are examined; the assumption that the goal model is insufficient in achieving effectiveness and that the system model can be used to replace this model is highlighted.
