YOLSUZLUK SOSYAL HARCAMALARI AZALTIYOR MU? GELİŞMEKTE OLAN ÜLKELER İÇİN BİR ANALİZ

Öz

Kamusal gücün özel çıkar amacıyla kullanılması olarak tanımlanan yolsuzluk, özellikle gelişmekte olan ülkelerde daha yaygın olarak görülmekte, bu çerçevede, söz konusu ülkelerin ekonomik büyüme, yoksulluk ve gelir eşitsizliği sorunları ile mücadele performansına zarar vermektedir. Yolsuzluk bütçe dengesini ve kamu harcama bileşimini bozmakta, bu doğrultuda gelişmekte olan ülkelerin iktisadi hedefleri açısından büyük önem taşıyan sosyal harcama düzeyi üzerindeki etkisi önem taşımaktadır. Bu doğrultuda, çalışmada, gelişmekte olan ülkelerde yolsuzluğun sosyal harcamalar üzerindeki etkisinin araştırılması amaçlanmıştır. Çalışmada, yolsuzluğun gelişmekte olan ülkelerde sosyal harcama düzeyini negatif yönde etkilediği sonucuna ulaşılmıştır. Anahtar Kelimeler: Yolsuzluk, Sosyal Harcama, Panel Veri Analizi.
