The Relationship Between Quality Education and Youth Unemployment: A Review Within the PISA Test Results

Abstract

Unemployment is considered as the socio-economic phenomenon that does not lose its important in terms of both developed and developing countries. In addition to this frame, youth unemployment which has reached significant level in many countries. Reasons of unemployment and youth unemployment in the literature are attributed with many different vairables. Education systems and the quality of education services produced within the education system, are increasing importance and stand out. Measurement and comparison between countries in the quality of education, while not easy, PISA (Programme for International Student Assessment) held at the international level by the OECD emerges as an important indicator in this respect. Assessing the impact on youth unemployment of the quality of education constitutes the the subject of the study. In this context, made a benchmark with the PISA test results European Union (EU) Member countries of the youth unemployment rate of these countries. Consequently, the youth unemployment has been tried to reveal whether is lower or not in the countries with a high quality of education.

Eğitim Kalitesinin Genç İşsizliği ile İlişkisi: PISA Test Sonuçları Üzerinden Bir Değerlendirme

Öz

İşsizlik hem gelişmiş hem de gelişmekte olan ülkeler açısından önem derecesini kaybetmeyen sosyo-ekonomik bir olgu olarak değerlendirilmektedir. Bu çerçevede ele alınabilecek önemli bir konu da birçok ülkede ciddi boyutlara ulaşmış olan genç işsizliğidir. İşsizliğin ve genç işsizliğinin nedenleri literatürde, pek çok farklı değişkenle ilişkilendirilmektedir. Eğitim sistemleri ve bu sistem içerisinde üretilen eğitim hizmetinin kalitesi bu değişkenler arasında son yıllarda öne çıkmakta ve önemini arttırmaktadır. Eğitim kalitesinin ölçümü ve ülkeler arası karşılaştırılması kolay olmamakla birlikte OECD tarafından uluslararası düzeyde gerçekleştirilen PISA testinin sonuçları (Programme for International Student Assessment) bu konuda önemli bir gösterge olarak karşımıza çıkmaktadır. Çalışmanın konusunu eğitim kalitesinin genç işsizliği üzerine olan etkisinin OECD tarafından uluslararası düzeyde gerçekleştirilen PISA test sonuçları doğrultusunda değerlendirilmesi oluşturmaktadır. Bu kapsamda, Avrupa Birliği (AB) üyesi ülkelerin PISA test sonuçlarıyla söz konusu ülkelerin genç işsizlik oranlarının karşılaştırmalı bir değerlendirmesi yapılmıştır. Sonuç olarak, eğitim kalitesinin yüksek olduğu ülkelerde genç işsizliğinin düşük olup olmadığı ortaya konmaya çalışılmıştır.
