Öz

Ormanlar, geçmişten günümüze tüm toplumların bir şekilde ondan faydalandığı en önemli doğal kaynaklardandır. Tarihi süreçte öncelikle ekonomik değeriyle gündeme gelen orman kaynkaları, günümüz değişen koşullarında artık ekolojik ve sosyal fonksiyonları ile önplana çıkmaktadır. Bu yadsınamaz gerçek, ormanların insanoğlu için vazgeçilemez yaşam kaynaklarından biri olduğu savını güçlendirmektedir. Ormanların küresel ölçekte dağılımı, insanoğlunun müdahil olamadığı bir süreçte şekillenmiş olmakla birelikte, bu önemli kaynağa sahip olabilme şansına sahip ülkelerde de bu kaynağın mülkiyetinin farklı ellerde toplandığı görülmektedir. Dünya ölçeğinde halen kamu mülkiyeti en büyük paya sahip olmakla birlikte, özel ve ortak mülkiyet de önemli bir yer tutmaktadır. Bu çalışma ile de ormanlar üzerinde %56 gibi yüksek bir oranda özel mülkiyetin görüldüğü Amerika Birleşik Devletleri’ndeki orman mülkiyet yapısı incelenmektedir
