Assessment of Earthquake Preparedness Among Companies in the TR63 Region: An Analysis Based on Demographic and Structural Variables After the February 6, 2023 Earthquakes

Öz

This study examines the earthquake preparedness levels of companies in TR63 region—comprising Hatay, Kahramanmaraş, and Osmaniye—following the February 2023 earthquakes. SMEs tend to be more structurally vulnerable to disasters than larger firms due to limited financial and organizational resources. Utilizing survey data from 266 businesses, the study develops a 23-item preparedness index to evaluate readiness across key dimensions such as insurance coverage, structural safety, emergency planning, and business continuity practices.
The findings reveal a strong correlation between preparedness levels and firm size: while micro and small enterprises demonstrate low to moderate levels of readiness, medium and large firms achieve significantly higher scores. Similarly, older and more established businesses report greater preparedness, suggesting that experience and institutionalization contribute to improved disaster resilience. At the provincial level, firms based in Kahramanmaraş exhibit significantly higher preparedness compared to those in Hatay and Osmaniye.
These results underscore the particular vulnerability of SMEs and the urgent need for targeted support. Policy recommendations include offering financial incentives, tax relief, training and consultancy programs, and integrating SMEs into formal business continuity and risk management frameworks. The study highlights the strategic importance of strengthening SME resilience to ensure both regional economic stability and national disaster preparedness.

TR63 BÖLGESİ SEÇİLMİŞ İŞLETMELERİN DEPREME HAZIRLIK DÜZEYLERİNİN DEMOGRAFİK VE YAPISAL DEĞİŞKENLER AÇISINDAN ANALİZİ: 6 ŞUBAT 2023 DEPREMLERİ SONRASI DURUM DEĞERLENDİRMESİ

Öz

Bu çalışma, yüksek deprem riski altında bulunan TR63 Bölgesi’nde (Hatay, Kahramanmaraş, Osmaniye) faaliyet gösteren işletmelerin Şubat 2023 depremleri sonrasındaki hazırlık düzeylerini incelemektedir. Afetlere karşı sınırlı kaynakları nedeniyle KOBİ’ler büyük ölçekli işletmelere kıyasla daha savunmasız bir yapı sergilemektedir. Çalışmada, 266 işletmeden anket yöntemiyle toplanan veriler kullanılarak 23 maddelik bir hazırlık ölçeği geliştirilmiş ve her işletmenin hazırlık puanı hesaplanmıştır. Analizler, çalışan sayısı arttıkça depreme hazırlık seviyelerinin anlamlı biçimde yükseldiğini, yeni kurulmuş işletmelerin ise daha düşük hazırlık düzeyinde olduğunu ortaya koymuştur. İl bazında yapılan karşılaştırmalar, Kahramanmaraş’taki işletmelerin Hatay ve Osmaniye’ye göre daha yüksek hazırlık puanlarına sahip olduğunu göstermiştir. Bulgular, özellikle mikro ve küçük işletmelerin afetlere karşı kırılganlığını vurgulamakta ve bu işletmelerin desteklenmesi gerektiğine işaret etmektedir. Araştırma, politika yapıcılara ve uygulayıcılara yönelik olarak KOBİ’lerin dayanıklılığını artırmaya yönelik mali teşvikler, eğitim programları ve iş sürekliliği yönetimi çerçevelerine entegrasyon gibi öneriler sunmaktadır. Böylece, bölgesel ve ulusal ölçekte ekonomik dirençliliğin güçlendirilmesine katkı sağlanması hedeflenmektedir.
