Türkiye’deki İnovasyon Politikası Tasarım Sürecinin Analizi

Öz

Günümüzde yenilik yaratma sürecinin dinamiklerini desteklemek amacı ile inovasyon politikaları çerçevesinde çeşitli uygulamalar hayata geçirilmiştir. Özellikle, yenilik yaratma sürecini sistem yaklaşımı çerçevesinde analiz eden Ulusal İnovasyon Sistemi yönteminin büyük kabul görmesi ile birlikte, kamu politikalarının müdahale alanı genişleyerek inovasyon politikaları çok daha fazla çeşitlenmiştir. Türkiye’de de 1980’li yılların başından itibaren ulusal bilim ve teknoloji kapasitesini geliştirmeye yönelik strateji ve uygulamaları belirleyen çeşitli politika belgeleri üretilmiştir. Çalışmamızın amacı söz konusu bu politika belgelerini analiz ederek Türkiye’nin inovasyon politikalarının tasarım sürecine ilişkin çıkarımlarda bulunmaktır. Ulusal İnovasyon Sistemi yaklaşımının ortaya koyduğu ilkeler açısından yaptığımız değerlendirmelerde her ne kadar 2000’li yıllardan itibaren belirli bir aşama kaydedilmiş olsa da politika tasarım sürecinde hala bazı önemli eksikliklerin bulunduğu belirlenmiştir.

Analysis of Turkish Innovation Policy Design Process

Abstract

Today, a variety of applications have been devised within the framework of innovation policies in order to support the dynamics of the innovation process. Especially with the great adoption of the National Innovation System method, which analyzes the process of innovation creation within the framework of the system approach, innovation policies have become more diversified by expanding the field of intervention of public policies. It has also produced a variety of policy documents determining the strategies and applications for improving the capacity of national science and technology since the early 1980s in Turkey. The aim of this study is to make some implications towards design process concerning with the Turkey's innovation policy by analyzing these policy documents. In this framework, the assessments we have made in terms of the principles laid down by the National Innovation System approach have been determined that there are still some shortcomings in the policy design process, although some progress has been made since the year 2000.
