Kentsel Sürdürülebilirliğin Uygulanması ve Ölçülmesi Bağlamında Yerel Yönetimlerin Fonksiyonu

Öz

Sürdürülebilirlik, son yıllarda uluslararası alanda önemini artırmış ve yükselen bir küresel paradigma haline dönüşmüştür. Günümüzde, yerel, bölgesel ve küresel seviyede ele alınan sürdürülebilirlik olgusu, büyük insan topluluklarını barındıran kentlere yaşamsal sorumluluklar yüklemektedir. ‘‘Kentsel sürdürülebilirlik’’, ‘‘sürdürülebilir kent’’ ve ‘‘sürdürülebilir insan yerleşkeleri’’ kavramlarının uluslararası boyutta yaygın bir şekilde tartışılması sonucunda ortaya çıkan uzlaşıya dayalı yaklaşımlar, kentlerin sosyal, ekonomik ve çevresel sorumluluklarını günbegün artırmaktadır. Kentleri, sürdürülebilir insan yerleşkelerine dönüştürme sürecinde en önemli rollerden birisi, insan topluluklarına en yakın kamu kurumları olan yerel yönetimlere düşmektedir. Yerel yönetimlerin bu husustaki en başlıca görevleri sürdürülebilirlik politikaları üretmek ve sürdürülebilirlik performansını ölçmektir.

Function of Local Governments in the Context of Achieving and Measuring of Urban Sustainability

Öz

In recent years, sustainability has increased its importance in the international arena and has become an emerging global paradigm. Nowadays, the phenomenon of sustainability, which discussed in local, regional and global levels, lands the cities, hosting enormous human communities, with great responsibilities. The approaches, emerging as a result of internationally widespread debates on the case of concepts such as ‘‘urban sustainability’’, ‘sustainable city’’ and ‘‘sustainable human settlements’’, increase the social, economical and environmental resporsibilities of cities day by day. In the process of converting cities to sustainable human settlements, local governments, which is the closest public authorities to human communities, take one of the most important roles. The main tasks of local governments in this context are to produce sustainability policies and to measure sustainability performance.
