THE EFFECT OF SOCIAL PROTECTION BENEFITS ON POVERTY IN TURKEY AND EU COUNTRIES: A PANEL DATA ANALYSIS

Öz

The aim of the study is to examine the effect of social protection benefits on poverty in Turkey and EU countries using the panel data analysis. In this context, the effect of family, health, retirement and unemployment benefits of 27 EU countries and Turkey between the years of 2007 and 2018. Fort his purpose, we use Driscoll-Kraay estimator to investigate the determinants of median poverty rates of 50% and 70% in these countries. We find that family and health benefits have a negative and statistically significant effect on the median poverty rate of 50% and 70%. However, retirement (old age, widow/orphan and disabled) benefits have a positive and statistically significant effect on the poverty rate of median 50% and 70%. We also find that unemployment benefits have not statistically significant effect on the median 50% poverty rate while they have a positive and statistically significant effect over the median 70%.

Türkiye ve AB Ülkelerinde Sosyal Koruma Yardımlarının Yoksulluk Üzerine Etkisi: Bir Panel Veri Analizi

Öz

Çalışmanın amacı, Türkiye ve AB ülkelerinin sosyal koruma yardımlarının yoksulluk üzerindeki etkisini panel veri analizi kullanarak incelemektir. Bu bağlamda, 2007 ve 2018 yılları arası 27 AB ülkesi ve Türkiye’ye ait sosyal koruma yardımları olan aile, sağlık, emeklilik ve işsizlik yardımlarının bu ülkelerdeki medyan %50 ve %70 yoksulluk oranlarına göre etkisi Driscoll-Kraay tahmincisi kullanılarak analiz edilmektedir. Analiz sonucunda, sosyal koruma yardımlarından aile ve sağlık yardımlarının yoksulluk oranı medyan %50 ve %70 üzerinde negatif ve istatistiksel olarak anlamlı etkisi bulunmaktadır. Bununla birlikte, emeklilik (yaşlılık, dul/yetim ve engelli) yardımlarının yoksulluk oranı medyan %50 ve %70 üzerinde pozitif ve istatistiksel olarak anlamlı bir etkisinin olduğunu göstermektedir. Son olarak, işsizlik yardımlarının yoksulluk oranı medyan %50 üzerinde istatistiksel olarak anlamlı bir etkisi olmazken, medyan %70 üzerinde yoksulluğu artırıcı etkisi bulunmaktadır.
