Arktik’te Türk Varlığının Jeopolitik Dinamikleri: Saha Cumhuriyeti’nin Jeopolitik Konumu ve Türk Devletleri Teşkilatı ile Bütünleşme Potansiyeli

Öz

Küresel iklim değişikliği ve enerji güvenliği tartışmaları çerçevesinde Arktik bölgesi, 21. yüzyılda uluslararası sistemin yeni jeopolitik çekim merkezlerinden biri hâline gelmiştir. Bu bağlamda, Rusya Federasyonu sınırları içerisinde yer alan Saha (Yakut) Cumhuriyeti hem sahip olduğu enerji kaynakları hem de coğrafi konumu itibarıyla bölgesel ve küresel güç mücadelelerinde kritik bir konuma sahiptir. Saha Cumhuriyeti'nin nüfus yapısında önemli bir yer tutan Türk kökenli Yakut halkı ise bu bölgesel denklemde, Türk Dünyası açısından stratejik ve kültürel bir bağ niteliği taşımaktadır. Türk Devletleri Teşkilatı’nın genişleme perspektifi ve kültürel-diplomatik bütünleşme çabaları, Arktik’teki Türk varlığını daha görünür ve kurumsal hâle getirme potansiyeli taşımaktadır. Bu doğrultuda Saha Cumhuriyeti’nin jeopolitik kimliği, yalnızca enerji ve ulaşım koridorlarıyla sınırlı kalmamakta, aynı zamanda Türk dünyasının kuzey eksenli bir açılımı için de stratejik bir dayanak noktası oluşturmaktadır. Bu çalışmanın amacı, Arktik bölgesinde yer alan Saha Cumhuriyeti’nin jeopolitik önemini Türk dünyası perspektifinden analiz ederek Türk Devletleri Teşkilatı ile bütünleşme potansiyelini değerlendirmektir.

Öz

Within the context of global climate change and energy security debates, the Arctic region has emerged as a new geopolitical focal point in the international system in the 21st century. In this framework, the Sakha (Yakutia) Republic, located within the borders of the Russian Federation, holds a critical position in regional and global power struggles due to its energy resources and geographical location. The Turkic-origin Yakut people, who make up a significant portion of the region's population, constitute a strategic and cultural bridge for the Turkic World in this geopolitical equation. The Organization of Turkic States' expansion perspective and its cultural-diplomatic integration efforts have the potential to make the Turkic presence in the Arctic more visible and institutionalized. Accordingly, the geopolitical identity of the Sakha Republic is not limited to energy and transportation corridors but also serves as a strategic anchor for a northward expansion of the Turkic World. This study aims to analyze the geopolitical significance of the Sakha Republic in the Arctic region from the perspective of the Turkic World and to evaluate its potential for integration with the Organization of Turkic States.
