POLİS ÖRGÜTLERİNİN ÖRGÜTSEL POLİS BÜTÜNLÜĞÜ DÜZEYLERİ ÜZERİNE ÜLKELER ARASI KARŞILAŞTIRMALI NİCEL BİR ARAŞTIRMA

Öz

Bu çalışmanın temel amacı dokuz ülkenin polis örgütlerinin polis bütünlüğü düzeylerini karşılaştırmalı olarak analiz etmektir. Karşılaştırma için seçilen ülkeler; Amerika Birleşik Devletleri (ABD), Avusturya, Güney Afrika, Kanada, KKTC, Macaristan, Pakistan, Polonya ve Slovenya’dır. Bu ülkelerin seçilme nedeni, daha önce çeşitli araştırmalarda aynı ölçüm aracı kullanılarak bu ülkelerin polis örgütlerinin polis bütünlüğü düzeylerinin ölçülmüş olması ve ölçüm aracının uluslararası karşılaştırmaya fırsat vermesidir. Ölçüm aracı, Klockars ve arkadaşları tarafından geliştirilen “polis bütünlüğü” ölçeğinin orijinal versiyonudur. Söz konusu ölçek, polis yozlaşmasının çeşitli türlerini içeren on bir adet varsayımsal senaryo içermektedir. Her bir senaryonun altında, katılımcıların polis bütünlüğü düzeylerini altı farklı yönden ölçmek üzere tasarlanan aynı altı adet soru yer almaktadır. Ülkelerin polis bütünlüğü düzeyleri, bu çalışmanın yazarı tarafından geliştirilen “sıralama ölçeği” kullanılarak karşılaştırılmıştır. Yapılan karşılaştırmalı analizlere göre, polis bütünlüğüne en fazla sahip olan ülkeden en az sahip olan ülkeye doğru ülkelerin sıralaması şu şekildedir; (1) Kanada, (2) Amerika Birleşik Devletleri (ABD), (3) Avusturya, (4) Kuzey Kıbrıs Türk Cumhuriyeti (KKTC), (5) Pakistan, (6) Polonya, (7) Slovenya, (8) Güney Afrika ve (9) Macaristan. Araştırma bulguları, KKTC Polis Örgütünün, polis mensuplarının polis bütünlüğü düzeylerini arttırması için, öncelikle polis yozlaşmasına karşı ciddiyet algılarını arttırması gerektiğini ortaya çıkarmıştır.
