Refugee Crisis in GUAM Member Ukraine

Öz

The article analyses the political problems of refugees and internally displaced persons in GUAM member Ukraine. This country is also a country where the political problems of refugees and internally displaced persons still persist. Therefore, the article analyses the problems of refugees and IDPs in Ukraine as a product of both pre-Soviet and post-Soviet periods. The article emphasises three important reasons why Ukraine's refugee problem is seen as a political problem. Firstly, the geopolitical importance of Ukraine for the European Union, providing technical and financial assistance to the country on the refugee issue and promoting international co-operation. Second, the migration of large numbers of ethnic Ukrainians to Russia, Western Europe and elsewhere poses additional political challenges for the government. Thirdly, Ukraine has historically been a country marked by the problem of refugees and internal migration. In this context, the article analyses the impact of the Ukrainian crisis on the political, security, economic and humanitarian aspects of GUAM and identifies the challenges and opportunities that the crisis poses for the future development of the organisation.

GUAM Üzvü Kimi Ukraynada Qaçqın Böhranı

Öz

Məqalədə GUAM üzvü kimi Ukraynada qaçqın və məcburi köçkünlərin siyasi problemləri araşdırılıb. Bu ölkə həm də qaçqın və məcburi köçkünlərin siyasi problemlərinin hələ də davam etdiyi ölkə olaraq qalmaqdadır. Bu səbəbdən də məqalə Ukraynada qaçqın və məcburi köçkün problemlərinə həm sovet dönəmindən öncə, həm də post-sovet dövrünün məhsulu kimi yanaşır. Məqalədə Ukraynanın qaçqın məsələsinin məhz siyasi problem olaraq nəzərdən keçirilməsinin üç mühüm səbəbi göstərilir. Birincisi, Ukraynanın Avropa İttifaqı üçün geosiyasi əhəmiyyəti, bu ölkəyə qaçqınlarla bağlı texniki və maliyyə dəstəyinin verilməsi və beynəlxalq əməkdaşlığın təşviq edilməsidir. İkincisi, çoxsaylı etnik ukraynalıların Rusiyaya, Qərbi Avropaya və digər yerlərə mühacirəti hökumət üçün əlavə siyasi problemlər yaradır. Üçüncüsü, Ukrayna tarixən qaçqın və məcburi köçkün problemlərinin varlığı ilə diqqət çəkən ölkə olmuşdur. Bu kontekstdə məqalə Ukrayna böhranının GUAM-ın siyasi, təhlükəsizlik, iqtisadi və humanitar aspektlərinə təsirini təhlil edir və böhranın təşkilatın gələcək inkişafı üçün doğurduğu çağırışları və imkanları müəyyənləşdirir.
