Öz

Kıbrıs sorununun çözülmesi durumunda “Birleşik Kıbrıs”ın çok katmanlı bir toplumsal yapıya sahip olacağı kolaylıkla öngörülebilir. Çok katmanlı toplumsal yapıya sahip devletlerde çoğunlukçu demokrasi modeli çoğunluğun azınlık üzerinde tahakkümünün bir aracına dönüşebilir. Bu sorunu aşmanın yolu çoğunlukçuluğun karşıtı olan federasyon ve oydaşmacı demokrasidir. Bu makalenin amacı, federasyonun ve oydaşmacı demokrasinin “Birleşik Kıbrıs”ta istikrarlı bir demokrasinin yerleşmesi için vazgeçilmez olduğunu ortaya koymaktır

Stable Democracy in Plural Societies: A Case Study on “United Cyprus”

Öz

If the parties manage to reach to a comprehensive settlement in Cyprus, it can easily be predicted that the “United Cyprus” shall have a plural society. In states with plural societies, majoritarian democracy serves as an instrument for the domination of the majority over the minority. Federation and consociational democracy are suitable models to overcome this problem. The aim of this article is to show that federation and consociational democracy are indispensable for a stable democracy in “United Cyprus”
