THE ECONOMIC AND SOCIAL EFFECTS OF UNEMPLOYMENT INSURANCE

Öz

This study originates from the fact that unemployment insurance (UI) is a fiscal liability; and it should be treated within the system of social security. The purpose of the research is to examine the relationship between characteristics of UI impact on social and economic condition. As in mentioned in the study, the characteristics of UI differ from other social security programs. Moreover, the unemployment concept that it protected is a result of the operation of the national economy. The protection systems that brought against also differ according to the economic and social structure of the society. Therefore, the economic and social effects of UI, interacts with all the details of the program that applied.

İŞSİZLİK SİGORTASININ SOSYAL VE EKONOMİK ETKİLERİ

Öz

Bu çalışmanın amacı, işsizlik sigortasının sosyal ve ekonomik etkilerini değerlendirmektir. Bu çerçeveden hareketle, çalışmamızda işsizlik sigortasının nitelikleri, sosyal ve ekonomik açıdan değerlendirilerek birtakım bulgulara ulaşmak amaçlanmaktadır. İşsizlik sigortası diğer sosyal güvenlik programlarından nitelik yönünden farklılıklar göstermektedir. Zira güvence altına aldığı işsizlik olgusu, ülke ekonomisindeki işleyişin doğrudan bir sonucu olarak ortaya çıkmaktadır. Buna karşı getirilen korunma sistemleri de toplumların içinde bulunduğu ekonomik ve sosyal yapıya bağlı olarak değişmeler göstermektedir. Dolayısıyla işsizlik sigortasının ekonomik ve sosyal etkileri, uygulanan programın tüm detaylarıyla ilişki halindedir.
