Energy Transition and Transportation Sector in Circular Economy Perspective: The Case of Southeastern Anatolia Region

Öz

From an economic and environmental perspective, the circular economy can be used instead of a linear economy. It is also seen as a model that provides a tendency towards renewable energy sources. Emissions can be reduced by switching to these energy sources. It is seen that non-renewable energy is still preferred in the Southeastern Anatolia Region, which is among the places with high potential in terms of many renewable and non-renewable energy sources in Türkiye. It can also be stated that oil extraction activities in the region indirectly affect the environment. In particular, determining the road transportation emissions resulting from fuel use in the region is important for taking steps towards sustainability and determining the province with high emission levels and intervening. Therefore, the aim of the study is to calculate the 〖"CO" 〗_"2" emissions caused by road transportation in the provinces of the Southeastern Anatolia Region between 2010 and 2023. For this purpose, the Tier 1 method recommended in the guide published by the IPCC is used. As a result of the calculation, it is seen that emissions increased in all provinces. In addition, the highest 〖"CO" 〗_"2" emission in 2023 was in Gaziantep province with 2,483.63 Gg〖"CO" 〗_"2" , and the lowest was in Kilis province with 106.21 Gg〖"CO" 〗_"2" . The highest 〖"CO" 〗_"2" emission was caused by diesel fuel type. Various policy recommendations have been made based on the results obtained in the study.

Öz

Ekonomik ve çevresel açıdan bakıldığında döngüsel ekonomi, doğrusal ekonomi yerine kullanılabilmektedir. Ayrıca yenilenebilir enerji kaynaklarına yönelimi sağlayan bir model olarak görülmektedir. Bu enerji kaynaklarına geçişle birlikte emisyon azaltılabilir. Türkiye’de yenilenebilir ve yenilenemeyen enerji kaynaklarının birçoğu bakımından yüksek potansiyele sahip olan yerler arasında bulunan Güneydoğu Anadolu Bölgesi’nde yenilenemeyen enerjinin hâlen tercih edildiği görülmektedir. Ayrıca bölgede petrol çıkarım faaliyetlerinin çevreye dolaylı olarak etki ettiği ifade edilebilir. Özellikle bölgede yakıt kullanımı sonucunda ortaya çıkan kara yolu ulaşım emisyonunun belirlenmesi sürdürülebilirliğe yönelik adımlar atılması ve emisyon seviyesi yüksek olan ilin belirlenerek müdahale edilebilmesi için önemlidir. Bu nedenle çalışmada, Güneydoğu Anadolu Bölgesi illerinde 2010 ve 2023 yıllarında kara yolu ulaşımının yol açtığı 〖"CO" 〗_"2" emisyonunu hesaplamak amaçlanmaktadır. Bunun için IPCC tarafından yayımlanan kılavuzda önerilen Tier 1 yöntemi kullanılmaktadır. Yapılan hesaplama sonucunda, emisyonların tüm illerde arttığı görülmektedir. Ayrıca 2023 yılında en fazla 〖"CO" 〗_"2" emisyonu 2.483,63 Gg〖"CO" 〗_"2" ile Gaziantep ilinde, en az 106,21 Gg〖"CO" 〗_"2" ile Kilis ilinde gerçekleşmiştir. En fazla 〖"CO" 〗_"2" emisyonuna ise dizel yakıt türü neden olmuştur. Çalışmada ulaşılan sonuçtan hareketle çeşitli politika önerileri getirilmiştir.
