Organizational Memory and Sensemaking in Public Broadcasting: The Case of TRT (1964–2023)

Öz

This article examines how organizational memory and sensemaking interact in the historical evolution of Turkey’s national public broadcaster, the Turkish Radio and Television Corporation (TRT). Drawing on archival sources, program histories, and institutional narratives between 1964 and 2023, the study explores how TRT has preserved and reinterpreted its past while adapting to political, technological, and cultural transformations. The analysis situates TRT as a long-lived public institution whose programs and archives have functioned as organizational memory mechanisms, enabling institutional continuity as well as adaptation. This study proposes the Adaptive Institutional Memory Model (AIMM), which is intended to explain the cyclical relationship between organizational memory and sensemaking, using the example of TRT. The AIMM demonstrates how institutions manage their legitimacy and adaptation strategies through the selective activation of memory mechanisms such as programs, archives, and digital content, especially during periods of digitalization and political transformations. Unlike functionalist models that view organizational memory as mere storage, this study positions the AIMM as a strategic mechanism for legitimacy repair in public organizations characterized by high state embeddedness and a fusion of organizational and national memory, where state-affiliated broadcasters negotiate between traditional national narratives and global digital demands.
