AFET YÖNETİMİ SÜRECİNDE MEDİKAL DEPO YER SEÇİMİ İÇİN ETKİLİ FAKTÖRLERİN DEĞERLENDİRİLMESİ

Afet döneminde, sağlık sektöründe üretilen ürünlerin, üreticiden son tüketiciye kadar ivedi bir şekilde ulaştırılması gerekmektedir. Etkili bir afet müdahalesi ve sağlık hizmetlerinin sürdürülebilirliği için medikal depoların doğru konumlandırılması büyük öneme sahiptir. Medikal depo yer seçimi sürecinde dikkate alınması gereken bazı faktörler bulunmaktadır. Bu unsurların doğru bir şekilde değerlendirilmesi, sağlık sistemlerini afet durumlarına hazırlıklı hale getirir ve etkili bir müdahale fırsatı sunar. Bu çalışmanın temel amacı, afet süreçlerinde uygun bir medikal depo yeri seçiminde dikkat edilmesi gereken faktörleri değerlendirmektir. Çalışmada, literatürde oldukça az örneği olan Tereddütlü Bulanık SWARA yöntemi tercih edilmiştir. Elde edilen bulgulara göre, afet yönetiminde medikal depo yer seçimi sürecinde en önemli unsur “ulaştırma maliyeti” iken, “yasal düzenlemeler” en az önem verilen unsur olarak ortaya çıkmıştır.

During the disaster period, products need to be delivered immediately from the manufacturer to the end consumer in health sector, Correct positioning of medical warehouses is of great importance for an effective disaster response and sustainability of health services. There are some factors to be considered in the process of medical warehouse location selection. The correct evaluation of these factors makes health systems prepared for disaster situations and provides an effective response opportunity. The aim of the study is to evaluate the factors that should be considered for the selection of a suitable medical warehouse location during a disaster processes. In the study, Hesitant Fuzzy SWARA method, which has very few examples in the literature, was preferred. According to the findings, the most important factor of medical warehouse location selection in disaster management is “transport cost”, while “legal regulations” is the least important factor.
