Öz

II. Dünya Savaşı sonrası dönemde, sosyal harcamaların ülkelerin gayri safi yurtiçi hasılalarının (GSYİH) içindeki payının artmasına paralel olarak, literatürde, sosyal harcama-ekonomik büyüme ilişkisini araştıran çalışmaların sayısı artmış, söz konusu çalışmalar özellikle gelişmiş ülke örnekleri çerçevesinde gerçekleştirilmiştir. Gelişmekte olan ülkelerin iktisadi kalkınma amaçlarının gerçekleşmesinde, sürdürülebilir ekonomik büyüme performansının sağlanması önem taşımaktadır. Bu çerçevede, sosyal harcamaların bir politika aracı olarak ekonomik büyümenin sağlanması konusundaki işlerliği önemli bir sorunsalı oluşturmaktadır. Bu amaçla, çalışmada, sosyal harcamaların gelişmekte olan ülkelerin büyüme performansı üzerindeki etkisinin analiz edilmesi amaçlanmıştır. Bu doğrultuda, 27 gelişmekte olan ülke için 2008-2017 yılları arasında sosyal harcamaların ekonomik büyüme üzerindeki etkisi dinamik bir modelle analiz edilmiştir. Çalışmadan elde edilen bulgular çerçevesinde, sosyal harcamaların gelişmekte olan ülkelerde ekonomik büyümeyi pozitif yönde etkilediği sonucuna ulaşılmıştır.
